HomeMy WebLinkAbout15819RESOLUTION NO. 15819 A RESOLUTION ADOPTING AND APPROVING THE 2025 STANDARD CONSTRUCTION SPECIFICATIONS AND STANDARD DETAILS FOR THE CITY OF PUEBLO, COLORADO BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. Pursuant to and in furtherance of sections 4-2-2 (8), 12-3-1, 12-4-7 (J)(2), 12-4- 7(J)(5)(b), 12-4-7 (J)(5)(c), 12-4-7 (J)(8), 12-6-5 (f), and 12-6-9 of the 1971 Code of Ordinances of the City of Pueblo, as amended, and upon recommendation by the City Engineer, City Council does approve the revisions to the Standard Construction Specifications and Standard Details for the City of Pueblo, Colorado, published December 1, 2024, by the Department of Public Works, a true copy of which is attached hereto and made a part hereof by reference SECTION 2. After adoption of this Resolution, a true copy of the Standard Specifications, as revised, shall be maintained on file in the office of the City Clerk for public inspection. Copies of the Standard Speciartment of Public Works and on the City of Pueblo Website. SECTION 3. This Resolution and the 2025 Standard Construction Specifications and Standard Details are hereby approved and adopted amend and supersede in their entirety Resolution numbers 14853, 15088, 15114, and 15139, and the prior Standard Construction Specifications and Standard Details - including all revisions previously adopted by said Resolutions. SECTION 4. The officers of the City are authorized to perform any and all acts consistent with the intent of the Resolution to implement the policies and procedures described herein. SECTION 5. This Resolution shall become effective immediately upon final approval. PREVIOUS COUNCIL ACTION: City Council adopted the current Standard Construction Specifications and Standard Details by Resolution 14853, dated April 11, 2022. Subsequently, the Standards were revised by Resolutions 15088, 15114 and 15139, approved on December 12, 2022, January 9, 2023, and February 13, 2023. BACKGROUND: The Public Works Department in coordination with other departments responsible for managing the City of Pueblo Public Infrastructure Systems develops construction standards and specifications that apply to all City of Pueblo projects. The Standards also apply to construction work performed by developers and builders responsible for constructing public improvements in residential, commercial, and industrial developments within the City of Pueblo. These standards ensure the public infrastructure can safely meet the needs and demands of the public; and that the City of Pueblo remains in compliance with State and Federal law; and that the City of Pueblo responsibly approaches the management of the Total Life-Cycle cost of constructing, operating, and maintaining its infrastructure systems. The Standards generally do not specify what types of improvements must be constructed for a given project, but they do address the required quality, materials, dimensions, capacities, and other physical and functional characteristics for our public infrastructure systems. FINANCIAL IMPLICATIONS: Not applicable. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Since implementation of the Standard Construction Specifications and Standard Details in April 2022, the City of Pueblo has continued to engage with the Committee of Community Development (made up of local engineers, designers, builders, developers, representatives from PEDCO, and City Council members) to review and provide feedback on the Standards. The Public Works Department desires to continue working with the Committee and other stakeholders on an annual basis to discuss specific areas of concern and any issues that may arise over time with respect to the Standard Construction Specifications and Standard Details. ALTERNATIVES: The existing Standard Construction Specifications and Standard Details will remain in effect if the Resolution is not approved. RECOMMENDATION: Approval of the Resolution.
