A RESOLUTION APPROVING AN AGREEMENT IN THE
AMOUNT OF $149,500 TO CONFLUENCE, INC., FOR DESIGN
SERVICES AND SETTING FORTH $25,500 IN CONTINGENCY
FOR THE MASTER PLAN FOR CITY PARK AND ARKANSAS
RIVER CORRIDOR PROJECT, AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
City Council authorizes and approves the Agreement for Professional Design Services
with Confluence, Inc. for the City Park and Arkansas River Corridor Master Plan Project,
awarded to said bidder in the amount of $149,500 and setting forth $25,500 in contingencies for
the project.
SECTION 2.
Funds for the City Park and Arkansas River Corridor Master Plan Project have been
budgeted and appropriated with $125,000 in Conservation Trust Funds provided through Capital
Project LT2001 Parks Renovation City Park.
SECTION 3.
Funds for the City Park and Arkansas River Corridor Master Plan Project have been
budgeted and appropriated with $50,000 in American Rescue Plan Act Funds provided through
Capital Project CI2113 ARPA Funds.
SECTION 4.
The Purchasing Agent is hereby authorized to execute said contract on behalf of the City
of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 5.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution to effectuate the policies and procedures described herein.
SECTION 6.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
This Resolution awards a contract to Confluence, Inc. for design services as part of the
Master Plan for City Park and Arkansas River Corridor Project.
PREVIOUS COUNCIL ACTION:
During the City Council Retreat on February 27, 2021, this project was identified as a
priority of City Council.
BACKGROUND:
In 2017, the City of Pueblo and the Pueblo Conservancy District championed an effort
to provide a Master Plan for the 2.75-mile stretch of the Arkansas River Flood Levee
adjacent to Historic Downtown Pueblo. The planning process was initiated in response
to ongoing work at that time to lower the existing Levee in this area, develop safety
features to the popular whitewater course, enhance the murals, and access the
opportunities and challenges of this popular urban river park. The plan laid out a vision
th
for the area below 4 Street bridge, which increased community focus on active river
recreation, improved connectivity to the river, improved the ecology of the river, and
increased economic development opportunities.
With the Board of Water Works replacing their water intake below City Park with a
boatable structure, the City and the District solicited for a third-party consultant to help
expand the vision of the Arkansas River Corridor for further development. Specifically,
from the Pueblo Dam to Runyon Lake, the Plan will highlight opportunities and
strategies for the segments from the north boundary of City Park and extending through
both whitewater parks. The primary goals for the project include developing a Master
Plan for:
Enhancing the corridor for recreation use as the Board of Water Works
completes the project to renovate a dam and create a boatable water park.
To address vehicle movement through and around City Park with safe vehicle
access to the water park and identify parking needs.
To improve pedestrian and bicycle use of the trails.
To improve water quality and wildlife habitat in the corridor.
To identify opportunities for art, culture, and learning within the corridor.
Create new trail connections to adjacent neighborhoods and throughout the
Arkansas River Trail System.
Create resting points and overlooks along the trail with seating, lighting, and
information.
To identify river hazards that must me removed to make the river safe for use.
To analyze abandoned railroad property in the corridor.
The Master Plan will help guide policy and resource decisions by leaders as the
Arkansas River Corridor is further developed. When the Plan is complete, it will help
leverage Federal, State, and Local funding opportunities for the Arkansas River
Corridor through Pueblo. The Plan is expected to cost up to $175,000, funded with

On July 30, 2024, RFP 24-100 City Park & Arkansas River Corridor Master Plan Project
was advertised with seven vendors submitting proposals. After a lengthy evaluation
process, Confluence, Inc. was recommended by the Project Evaluation Committee for
City Council approval.
FINANCIAL IMPLICATIONS:
existing Conservation Trust Funds and $50,000 from City ARPA funds. The Resolution
will also set aside $25,500 in contingency funds.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Resolution.
STAKEHOLDER PROCESS:
A tenant of the work will be community engagement. As the consultant works to
develop the Plan, the City will lead civic engagement and visioning activities with a
broad range of stakeholders to be active partners to inform and the ultimate adoption of
the Plan.
ALTERNATIVES:
City Council could decline the approval of this agreement which would result in the
Master Plan for the City Park and Arkansas River Corridor not to be completed.
RECOMMENDATION:
Approval of the Resolution.
