A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE
AGREEMENT FOR ADDITIONAL PROFESSIONAL
CONSULTING SERVICES BETWEEN THE CITY OF PUEBLO, A
COLORADO MUNICIPAL CORPORATION, AND BROWN AND
CALDWELL, INC., IN THE AMOUNT OF $160,874 FOR
PROJECT NO. 18-087 WASTEWATER DEPARTMENT
ENGINEER OF RECORD STOCKYARD ROAD 60- AND 66-
INCH PIPELINE CIPP REHABILITATION, AND AUTHORIZING
THE PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, Project No.18-087 Wastewater Department Engineer of Record Stockyard
Road 60- and 66-inch Pipeline CIPP Rehabilitation was awarded to Brown and Caldwell, Inc. on
March 27, 2023; and
WHEREAS, Brown and Caldwell is the consulting Engineer of Record and is the most
qualified to serve the Pueblo Wastewater Department for such project;
WHEREAS, additional design and engineering work contemplated by Amendment No. 1
is needed; and
WHEREAS, it is in the best interest of the City to proceed with and complete such
design in the manner herein provided; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The Amendment No. 1, by and between the City of Pueblo, a Colorado Municipal
Corporation, and Brown and Caldwell, Inc., a copy of which is attached hereto, having been
approved as to form by the City Attorney, is hereby approved, and City Council authorizes the
additional work contemplated by Amendment No. 1 to be performed in the amount of $160,874.
SECTION 2.
Funds in the amount of $160,874 will be paid from Project No. WWAN02.
SECTION 3.
The Purchasing Agent is hereby authorized to execute Amendment No. 1 on behalf of
the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of
the City thereto and attest same.
SECTION 4.
The officers of the City are authorized to perform any and all acts consistent with this
Resolution to implement the policies and procedures described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution approves Amendment No. 1 to the Professional Consulting Services
Agreement awarded to Brown and Caldwell, Inc., in the amount of $160,874 for Project
No.18-087 Wastewater Department Engineer of Record Stockyard Road 60- and 66-
inch Pipeline CIPP Rehabilitation.
PREVIOUS COUNCIL ACTION:
Ordinance 10428, dated March 27, 2023, approved an agreement for professional
engineering services in the amount of $300,000 to Brown and Caldwell, Inc., for Project
No.18-087 Wastewater Department Engineer of Record Stockyard Road 60- and 66-
inch Pipeline CIPP Rehabilitation.
BACKGROUND:
The Wastewater Department requested design services to rehabilitate the existing
60- and 66-inch reinforced concrete sanitary sewer interceptor that serves the entire
city. The existing main is in a condition where using a trenchless method by installing
cured-in-place pipe, CIPP, will extend the useful life of the pipe.
Amendment 1 to the contract will provide additional work for the project including an
alternate design approach to the sewer bypass suction pit. This approach includes the
design of a permanent concrete vault between the 102-inch brick storm sewer and the
60-inch RCP sanitary sewer. The concrete vault will be designed and constructed over
the existing 48-inch HDPE sanitary sewer while it is in service.
FINANCIAL IMPLICATIONS:
The cost of the agreement with Brown and Caldwell, Inc. to provide additional design
services for the rehabilitation project will not exceed $160,874. Funds are available
from the Sewer User Fund and have been appropriated to Project No. WWAN02.
