A RESOLUTION ESTABLISHING A POLICY FOR
THE PAYMENT OF FIRE HYDRANT CHARGES

WHEREAS, for many years the City of Pueblo and the
Board of Water Works have disagreed as to the charges to be
made for fire hydrant "rentals" with the result that the
Board of Water Works has accummulated unpaid charges of
$192,276.00 against the City of Pueblo as of June 1, 1963;
and,
WHEREAS, it is in the best interest of the City and
the Board of Water Works to forgive all outstanding charges
and agree upon a reasonable basis for future charges; r1ow,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The normal life expectancy of a fire hydrant is here-
by stated to be 25 years.
SECTION 2.
All fire hydrants in the City of Pueblo shall be
classified as follows:
UNDEPRECIATED - All fire hydrants which have
been in place 25 years or less.
DEPRECIATED - All fire hydrants which have
been in place 25 years or more.
SECTION 1.
The total number of hydrants in existence in the
City of Pueblo on June 1, 1963 is 1314; of this number 522
are declared to be depreciated, and 792 are declared to be
undepreciated. Commencing January 1, 1964, and on January 1
of each year thereafter, 31 undepreciated hydrants shall be
charged off and shall be added to the depreciated hydrants
until all 792 hydrants are fully depreciated.
SECTION 4.
rash new additional or replacement hydrant shall be
added to the list of undepreciated hydrants as installed.
Commencing July 1, 1963, and on the first day of each month
thereafter, the Board of Water Works shall furnish the City
of Pueblo a list of hydrants (showing location) added to the
water works system or replacing existing hydrants within the
City limits during the preceding calendar month.
SECTION 5.
For the balance of 1963, the City of Pueblo agrees
to continue to pay to the Board of Water Works a fire hydrant
"rental" of $1.50 per hydrant per month. Commencing January
1, 1964, a "readiness to serve" charge in lieu of all other
rentals and charges shall be paid by the City of Pueblo to
the Board of Water Works for each fire hydrant located within
the City of Pueblo as follows:
UNDEPRECIATED HYDRANTS - $2.25 per month.
DEPRECIATED HYDRANTS - 97¢ per month.
SECTION 6.
Upon this resolution becoming effective, the Board
of Water Works releases and discharges all outstanding
accummulated charges now unpaid by the City of Pueblo.
SECTION 7.
The City of Pueblo shall not pay for installation
and material costs of any fire hydrant.
SECTION 8.
Such "readiness to serve" charges shall be readjust-
ed at least every five years by agreement between the City
Council and the Board of Water Works. Such adjustment shall

bear a reasonable relation to the actual cost to the Water
Works for installing, maintaining, and supplying water for
such hydrants at the time of readjustment.
SECTION 9.
This resolution shall become effective upon the
adoption of a companion resolution by the Board of Water
Works.
