R E S O L U T I O N.
iiULRLAS, on the 25th day of August, 1923, the Civil
Service Jommission of -Pueblo certified to the existence and
character of a flood emergency and specified the sum of
as the amount to be expended, as an emergency
e enditur , which certificate of said 'Jivil Service 0
was executed unanimously and was filed with the amity Jlerk of
.pueblo in accordance with the provisions of Section 7 of Article
IX, of the Jharter of Pueblo,and
4HLrEAS, the expenditure of said sum so specified by said
Jivil Service Commission during this fiscal year would be the
expenditure of all of said amount over and above the amount provided
for such purpose in the annual appropriation ordinance for this
fiscal year, and

been anticipated at the time of - iaking the said annual appropriation,
exists as shown by said certificate of said Jivil Service Jommission,
and renders necessary such emergency expenditure,
NO'd THERLPOEZ, BE IT RESOLVED BY THE COUNCIL 01 PUEBLO:
That there be and reby is authorized an emergency expenditure in
the sum of �� /)C , as heretofore certified by the Civil
Service Comm- sion of ebjo in accordance with the provisions of
Section 7 of Article IX, of the Charter of ;Pueblo,
0D BE IT i URTH�1. �ESOLVE'D that a special appropriation
shall be included in the next annual appropriation ordinance for
the payment of all expenses incurred on account of said flood
emergency, and
BE IT -':Z(301110 that the President of the council,
the Jity ':ontroller and the pity J'lerk be and they hereby are
directed, empowered and authorized to sign, attest and deliver for
and on behalf of Pueblo any and all forms of bills, assignments or
other written evidences of indebtedness, necessary and requisite
to provide for, obtain and secure the total amount of o D 0 ,
pr any part thereof, for the purposes of the emergency w Wx en 1 ure
aforesaid.

Gentlemen:
In accordance with 4,'1.rticle IX, Section 7, of the Charter of
2ueblo, the Civil Service Commission of Pueblo hereby unanimously
certifies to the existence and character of a flood emergency
within the meaning of said Section 7 of Article IX, in the follow-
ing particulars, to -wit:
That an extraordinar7 flood has occurred in that portion of the
City lying South of Abriendo Avenue, which has extensively and
materially undermined the foundations of houses, and which i.as cut,
flooded, eroded, undermined and otherwise extensively and :: materially
damaged the streets, alleys, sidewalks and crosswalks, of a large
area in the above mentioned section of Pueblo, rendering many of
such streets, alleys, sidewalks and crosswalks dangerous and
unusable and rendering repairs and construction necessary to prevent
a repetition of such damage and danger urgent and necessary; that
such condition has created an emergency of the character as above
stated, which does now continue to exist; that such damage and
danger could not have - been anticipated at the time of making the
last annual appropriation nor can such damage and danger be repaired
or controlled by ordinary; means and the same is extraordinary and
constitutes an emergency; that the Civil Service Commission being
fully advised in the premises does hereby find and certify that
an emergency expenditure is relidered necessary by reason of the
facts above stated and the Civil Ser'rice ::ommission does h1ereby
spec' fy t'r:at�t�e is needed and should be exr)ended the amount of
that such expenditure shall. not exceed the said
am pint so specified.
