WHEREAS there has been and is an exposure to and a danger of an epidemic of
smallpox within the City of Pueblo, Colorado, and
WHEREAS the form of smallpox prevalent in adjoining and in nearby towns with which
the citizens of the City of Pueblo are in continual communication is especially virulent in form
and by reason thereof the danger of the epidemic within the City of Pueblo is imminent and
extraordinary, and
WHEREAS vaccination is the only preventive of the disease of smallpox and the only
preventive of the same becoming an epidemic, and
WHEREAS it is dangerous to allow or permit persons to attend the public or private
schools within the limits of said City without being vaccinated
NOW, therefore, the Council of Pueblo hereby confirms, approves and adopts the order
heretofore made by the Commissioner of Health, Inspection and Sanitation and the City
Physician acting as the Health Department of the City of Pueblo, and publication thereof for five
times in the Pueblo Star Journal is hereby directed, to -wit:
(a) That on and after December 12, 1921, no person shall be admitted to public or
private schools within the said City unless said persons have been vaccinated within five years
and furnish satisfactory proof of such vaccination.
(b) That there be established at the City Hall and at such other places as the City
Physician may direct, a free clinic for the vaccination of all persons who shall apply for
vaccination at the office of the City Health Department there situated.
(c) That all members of the Board of Education, Superintendents of Schools, principals
of schools and teachers thereof and all persons in charge of the same, be and the same are
hereby required to exclude persons from attendance at all public or private schools as aforesaid
until further notice.
(d) Persons who present certificates from physicians practicing or engaging in the
practice of medicine under and by virtue of the laws of the State of Colorado, stating that the
person for whose benefit the certificate is issued will be endangered because of his or her
physical condition (stating what such condition is) by reason of vaccination, shall be excluded
from the operation of this order.
(e) It is hoped that the conditions relative to public health will warrant the withdrawal of
this order in from two to three weeks, whereupon notice of such withdrawal shall be given.
(f) It is hereby ordered that this order be published daily for five days in the Pueblo Star
Journal.
