1918, there were 470,000 deaths in the United States-.
fro Influenza alone and in the nature of things local
regulations is not sufficient.

T Imt ive hereby express our approval of the appropriation
of money by the Federal Government for the prevention
of Influenza; that we urge upon our Senators and
Representatives the necessity and importance of such
action. That a copy of %his resolution be sent to our
Senators and Representatives from Colorado and to Senator
Warren D. Harding and Representative Simon D. Fess,
of Ohio.

Gentlemen:
In accordance with Article 9, Section 7 of the Uharter of
Pueblo, the Civil Service Commission of the City of Pueblo hereby certi-
fies to the Council of Pueblo, that danger from pestilence exists in the
City of Pueblo within the meaning of said Section 7 of Article 9, in this,
to -wit: That a pestilence knorwn as Spanish Influenza now exists and is
prevalent within tie City of Pueblp; that such pestilence threatens the
public health; that there is danger of a wide spread and disastrous
epidemic of the same; that the dangerous dituation to public health
resulting therefrom is extraordinary and can not be controlled by ordi-
nary means and could not have been anticipated atthe time of making
the lest annual appropriation. And the Civil Service Commission being
now fully advised in the premises does hereby find and certify that the
amount to be expended in pursuance of Sec. 7 of :ft. gr of the charter
and this certificate, shall be $5.00000 and not to exceed said sum.
