Should the City Council budget and appropriate the amount of $530,000 from the Sewer User
Fund Reserve for the remodel of the old administration building at the James R. Dilorio Water
Reclamation Facility?
RECOMMENDATION
Approval of this ordinance
BACKGROUND
The City owns a previously used two -story building at the James R. Dilorio Wastewater
Reclamation Facility that is structurally sound. The Wastewater Department proposes to
remodel this building and move the Wastewater Engineering Division and Administration
Division into it in order to enhance operational efficiency. In 2010 the Wastewater Department
will commence construction of an ammonia removal project including a dewatering system, new
treatment facilities, and conversion to ultraviolet disinfection. Management of this large, multi-
year project will be enhanced by the presence of the Engineering and Administration Divisions
at the facility. The new treatment process will result in significant operating changes at the
facility, and the presence of the Wastewater Director at the facility will make the transition more
efficient.
At the present time construction costs are at an all time low and the Wastewater Department
has received a reasonable cost estimate to remodel this building.
FINANCIAL IMPACT
The Sewer User Fund has a reserve balance of approximately $3,950,000. Funds are available
for appropriation.
