HomeMy WebLinkAbout08170ORDINANCE NO. 8170 AN ORDINANCE ACCEPTING $936,000 OF A $2,580,000 GRANT FROM THE FEDERAL HIGHWAY ADMINISTRATION (FHWA) FOR THE WEST 11 STREET BRIDGE REPLACEMENT (PUE11TH -0.2- ADE) AND BUDGETING, APPROPRIATING, & TRANSFERRING SAID AMOUNT INTO CAPITAL PROJECT NO. CP1004, AND ENTERING INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION (CDOT) WHEREAS, the City has received partial funding, with a 20% local agency required match, up to a maximum combined total amount of $1,170,000 from a Federal Highway Administration (FHWA) bridge replacement grant to replace the W. 11 Street Bridge (PUE11TH- 0.2 -ADE), and; WHEREAS, the City and CDOT must enter into an intergovernmental agreement, a copy of which is attached and has been approved as to form by the City Attorney, and; BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO. that: SECTION 1. The grant from the FHWA in the amount of $936,000 is hereby accepted and funds shall be deposited in Project. No. CP1004. SECTION 2. Faster Bill funds in the amount of $234,000 shall also be deposited in Project No. CP1004 for the 20% local agency match. SECTION 3. The President of the City Council is hereby authorized to execute the Intergovernmental Agreement with the Colorado Department of Transportation on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. CP1004, AND ENTERING INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE COLORADO DEPARTMENT OF TRANSPORTATION (CDOT) ISSUE Should City Council accept a portion of a $2,580,000 grant in the amount of $936,000 from the Federal Highway Administration for costs associated with the replacement of the replacement of the West 11 Street Bridge and allow the City to enter into an intergovernmental agreement with CDOT? Approval of this Ordinance. BACKGROUND The City of Pueblo was awarded a grant from the FHWA to replace the West 11 Street Bridge that is functionally obsolete. Only funding for the engineering design, NEPA environmental studies, and right -of -way indirect acquisition costs has been released at this time. When the remaining funds are released for construction, the contract with CDOT will be amended. This portion of the grant requires a 20% local agency match of $234,000, for a combined total funded amount of $1,170,000 for this portion of the grant. This new bridge will provide for expanded capacity of a vital connecting link in the future from the downtown area to the western areas of the City as outlined in the PACOG 2035 Long Range Transportation Plan. FINANCIAL IMPACT The $234,000 local agency required match will come from the FASTER Bill portion of the City's Highway Users Trust Fund as approved for the 2010 Budget.
