ISSUE
Should City Council accept a portion of a $2,580,000 grant in the amount of $936,000 from the
Federal Highway Administration for costs associated with the replacement of the replacement of
the West 11 Street Bridge and allow the City to enter into an intergovernmental agreement with
CDOT?
Approval of this Ordinance.
BACKGROUND
The City of Pueblo was awarded a grant from the FHWA to replace the West 11 Street Bridge
that is functionally obsolete. Only funding for the engineering design, NEPA environmental
studies, and right -of -way indirect acquisition costs has been released at this time. When the
remaining funds are released for construction, the contract with CDOT will be amended. This
portion of the grant requires a 20% local agency match of $234,000, for a combined total funded
amount of $1,170,000 for this portion of the grant.
This new bridge will provide for expanded capacity of a vital connecting link in the future from
the downtown area to the western areas of the City as outlined in the PACOG 2035 Long Range
Transportation Plan.
FINANCIAL IMPACT
The $234,000 local agency required match will come from the FASTER Bill portion of the City's
Highway Users Trust Fund as approved for the 2010 Budget.
