AN ORDINANCE AMENDING SECTION 4 -1 -13 OF CHAPTER 1
OF TITLE IV OF THE PUEBLO MUNICIPAL CODE
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate
matter being deleted; underscoring indicates new matter being added.)
SECTION 1
Section 4 -1 -13 of Chapter 1, Title IV of the Pueblo Municipal Code, as amended, is
hereby amended to read as follows:
Sec. 4 -1 -13. Investigation of applicant by Board.
The appropriate Board shall examine the applicant and investigate or
cause to be investigated the character, training, experience and financial
responsibility of the applicant for the license and the organization for which such
applicant is employed if such organization is responsible for the work performed
by the applicant. A license shall not be issued if the applicant fails to pass the
requisite examination, !LM or if the application and other evidence before the
Board indicates the applicant lacks experience, training or financial responsibility
and such deficiency indicates in the judgment of the appropriate Board a danger
to the public health, safety or welfare, or indicates the applicant is not qualified or
capable to engage in the construction business or to perform the construction
work for which the applicant seeks a license. In examining applicants, the

TITLE
AN ORDINANCE AMENDING SECTION 4 -1 -13 OF CHAPTER 1 OF TITLE IV OF THE
PUEBLO MUNICIPAL CODE
ISSUE
Should the City Council adopt an ordinance allowing Regional Building Department to
accept examinations for contractor license applicants from the International Code
Council ( "ICC ") or other reliable indicia of qualification?
RECOMMENDATION
The proposed ordinance should be approved.
BACKGROUND
The Pueblo Regional Building Department wishes to amend §4 -1 -13 of the Pueblo
Municipal Code to provide that examinations for contractor licenses may be conducted
using examinations adopted by the ICC. The ICC publishes the building codes adopted
by the City and administers standardized examinations utilized internationally.
FINANCIAL IMPACT
The ordinance is revenue neutral.
