AN ORDINANCE AMENDING THE FISCAL YEAR 2010 STAFFING
ORDINANCE INVOLVING THE PARKS AND RECREATION DEPARTMENT,
RECLASSIFYING POSITIONS WITHIN THE DEPARTMENT
WHEREAS, it is necessary to make several re- classifications for the ultimate
efficiency, functionality and best practice for the Parks and Recreation Department.
Now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
being deleted, underscore indicates matter being added)
SECTION 1.
The following section captioned "Parks and Recreation "of Ordinance No. 8126,
being the 2010 Staffing Ordinance, is amended as follows:

TITLE
AN ORDINANCE AMENDING THE FISCAL YEAR 2010 STAFFING ORDINANCE
INVOLVING THE PARKS AND RECREATION DEPARTMENT, RECLASSIFYING
POSITIONS WITHIN THE DEPARTMENT
ISSUE
Should City Council pass and approve the proposed Ordinance? The Staffing
Ordinance provides for the allocation of positions by various departments for the Fiscal
Year.
RECOMMENDATION
Approval of the ordinance.
BACKGROUND
RECLASSIFICATIONS
The Parks and Recreation Department also recommends making classification
adjustments. These are urgent changes needing to occur as soon as possible. Other
possible changes may occur in Fiscal Year 2011.
1. Change the vacant Recreation Supervisor 1 position from Class A — General
Services to Recreation Supervisor, Class B — Administrative. This
classification change will result in an increase in pay referenced in the
associated change to the proposed change to the Classification and Pay
Plan.
2. Change the title of the vacant Recreation Center Coordinator to Recreation
Supervisor consistent with the change above. There is no pay change
associated with the change.
3. Change the Welder position to a Parks Senior Mechanic/Welder becoming
the lead staff and adding some administrative duties in the creation of the
equipment maintenance program for the Parks and Recreation Department.
This classification change will result in an increase in pay referenced in the
associated change to the proposed change to the Classification and Pay
Plan.
4. Change the Caretaker II — Playgrounds to a Program Coordinator for the Park
Ranger Program. This position will remain in Class A — General Services.
This position will be responsible for the creation, development and
implementation of park ranger /park security program for the Parks and
Recreation Department. The responsibility for the playground inspections
and audits will fall upon the Parks Supervisors. This classification change will
result in an increase in pay referenced in the associated change to the
proposed change to the Classification and Pay Plan.
5. Change the title of the Parks Area Coordinator to Parks Manager. A salary
adjustment for this position due to market trends is also requested on an
associated compensation ordinance.
6. Change the title of the vacant Parks Caretaker II — Maintenance to Parks
Caretaker, Senior. This position is a more skilled and experienced caretaker,
whom may serve as crew leader to lower level staff and will be assigned to
more complex sites like City Park, Langoni, or Mineral Palace Park.
FINANCIAL IMPACT
The recommended re- classifications results in a net savings from current 2009 salaries
to new 2010 starting salaries of approximately $4,500. It is expected that some of the
rehired positions will begin above the starting wage and therefore the full savings may
not be realized. but there will be no increase.
