AN ORDINANCE APPROVING AND AUTHORIZING THE
SUBMITTAL OF THE CITY OF PUEBLO'S FIVE -YEAR
CONSOLIDATED PLAN FOR THE YEAR'S 2010 -2014 TO THE
U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, the City of Pueblo is a designated entitlement city under the Housing and
Community Development Act of 1974; and
WHEREAS, entitlement cities are required to complete a Five -Year Consolidated Plan for
consideration of funding approval; and
WHEREAS, the City's Department of Housing and Citizen Services has completed the
required Plan, outlining the needs and priorities of the City, and the strategies to be undertaken
to address the expressed needs; and
WHEREAS, a draft copy of the 2010 -2014 Five -Year Consolidated Plan was made
available to the general public for a 30 -day public comment period, all comments having been
incorporated into the Plan. NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City of Pueblo's 2010 -2014 Five -Year Consolidated Plan, copies of which have been
previously distributed to members of Council, and the original having been on file in the City
Clerk's Office for public comment, is hereby approved, adopted and incorporated herein.
SECTION 2.
This Ordinance shall become effective upon final approval and passage.

AN ORDINANCE APPROVING AND AUTHORIZING THE SUBMITTAL OF THE CITY OF
PUEBLO'S FIVE -YEAR CONSOLIDATED PLAN FOR THE YEAR'S 2010 -2014 TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
ISSUE
Shall City Council approve and adopt the City's 2010 -2014 Five -Year Consolidated Plan and
authorize the Department of Housing and Citizen Services to submit said Plan to the U.S.
Department of Housing and Urban Development.

BACKGROUND
The City of Pueblo is a recipient of Community Development Block Grants and HOME
Investment Partnership Act grants as an entitlement community. The U.S. Department of HUD
requires that each entitlement community complete and submit a five -year consolidated plan
prior to receiving grant funding. This plan is an assessment of the communities needs, with
special emphasis on housing. The needs are determined through feedback from local agencies,
the general public, studies, and other existing plans.
The Plan outlines the objectives, strategies, and funding to meet those needs. The funding
sources to address the needs are not confined to CDBG or HOME, but reflect the vast influx of
dollars that this community receives from both the private and public sector. The Plan was
distributed to Council under separate cover and an original copy was on file at the City Clerk's
Office for public inspection.
FINANCIAL IMPACT
The adoption and submittal of the Plan allows for the City of Pueblo to receive CDBG and
HOME funds from 2010 through 2014. The City is expected to receive $1,635,000 in CDBG,
and $925,858,000 in HOME, for housing and community development projects in 2010. This
Plan also allows other agencies in this community to apply for additional HUD funding. For
example, homeless providers in Pueblo can access funds earmarked for homeless services.
Last year local agencies received in excess of $1 million. The Housing Authority's Five -Year
Comprehensive Plan must be consistent with the City's Plan. The Authority receives
approximately $1.3 million in capital improvement funds for upkeep of public housing. In any
one -year, area agencies in Pueblo access over $3 million in HUD funds to provide services to
the citizens of this community.
