AN ORDINANCE BUDGETING AND APPROPRIATING
FUNDS IN THE AMOUNT OF $50,000 FROM THE
INSURANCE PROCEEDS FOR HAIL DAMAGE REPAIRS TO
CITY VEHICLES AND TRANSFERRING SAID FUNDS INTO
CAPITAL PROJECT NO. CPAN16.
WHEREAS, City truck number 064006 used by the Traffic Maintenance division,
Information Technology Department and the Police Department was recently decommissioned
due to severe safety reasons; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Funds in the amount of $50,000 are hereby appropriated and budgeted shall be
transferred from the insurance proceeds for hail damage repairs to Capital Project No. CPAN16
for the purchase of a used bucket truck.

ISSUE
Should the City of Pueblo transfer $50,000 from the insurance proceeds to allow for the purchase
of a used bucket truck?
RECOMMENDATION
Approval of the Ordinance
BACKGROUND
The bucket truck used by the Traffic Maintenance Division of Public Works was recently
decommissioned for severe safety reasons, including dielectric certification for aerial devices,
cracked welds for the mounting of the bucket to the aerial lift and unsuitable bucket controls.
This bucket truck is used primarily for the installation of fiber optic cable to City buildings.
Over the past two years through cooperation between the Information Technology and
Transportation Departments these projects have provided highspeed network connectivity to
Parks Administration, Fire Administration and various Fire Stations. Crews are currently in the
process of providing communication to the Airport, Housing and Citizen Services and the
Wastewater Treatment Plant. Upcoming projects include providing communication to the new
Police Building, Fire Station #9 and #4 and completing the redundant loop that provides backup
for the 911 system. The use and growth of technology in the City requires highspeed
connectivity to our network. In the current economic times, the City's ability to continue this
work is extremely important, as it would be cost prohibitive to outsource the installation of the
fiber optic cable.
Providing a fiber optic link to City buildings allows for the elimination of T -1 lines, which would
cost the City, at a minimum $15,600 a year per building. Fiber optic connectivity has no monthly
reoccurring cost.
This bucket truck is utilized by the Transportation Department to service traffic signal equipment
and by the Police Department to mount wireless and remote network equipment for surveillance.
This equipment is installed and relocated regularly and is imperative to police operations.
FINANCIAL IMPACT
$50,000 of the insurance proceeds for the City's vehicle damages from this years hail storm will
be used to purchase a bucket truck.
