AN ORDINANCE ESTABLISHING THE EAST SIDE CHILD
CARE CENTER CAPITAL IMPROVEMENT PROJECT NO.
CP0918, BUDGETING AND APPROPRIATING $165,365 FOR
SAID PROJECT, APPROVING A GRANT CONTRACT
BETWEEN THE CITY OF PUEBLO, A MUNICIPAL
CORPORATION, AND THE STATE OF COLORADO FOR THE
USE AND BENEFIT OF THE DEPARTMENT OF LOCAL
AFFAIRS ENERGY AND MINERAL IMPACT ASSISTANCE
PROGRAM RELATING TO THE EAST SIDE CHILD CARE
CENTER PROJECT AND AUTHORIZING THE PRESIDENT OF
CITY COUNCIL TO EXECUTE SAME
WHEREAS, the City of Pueblo has received a $65,000 grant from the Energy
and Mineral Impact Assistance Program from the State of Colorado for the use and
benefit of the Department Of Local Affairs to assist in the construction and equipment
for the East Side Child Care Center, subject to the execution of the grant contract; and
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Capital Improvement Project No. CP0918, East Side Child Care Center, is
hereby established and the amount of $165,365 is budgeted and appropriated to the
2009 Capital Budget.

$100,365 is hereby transferred from CD0803, East Side Child Care Center
Project to the East Side Child Care Center Project, CP0918.
SECTION 3.
A Contract between the City of Pueblo, a Municipal Corporation, and the State of
Colorado for the use and benefit of the Department Of Local Affair's Energy and Mineral
Impact Assistance Program for providing $65,000 in funds for the project, a copy of
which is attached hereto having been approved as to form by the City Attorney, is
hereby approved.

The President of City Council is hereby authorized to execute and deliver said
Contract in the name of and on behalf of the City of Pueblo, a Municipal Corporation,
and the City Clerk shall affix the seal of the City thereto and attest the same.

ISSUE
Should the City Council establish an a capital improvement project for the East Side
Child Care Center improvements, budget and appropriate $165,365 for the project and
approve a grant contract EIAF #6650 with the State of Colorado to assist in the
construction of improvements to the East Side Child Care Center?
Approve the Ordinance.
BACKGROUND
This Ordinance establishes a capital project for the East Side Child Care Center and
budgets and appropriates $165,365 for the construction of the improvements. The East
Side Child Care Center has previously received an award of $130,500 from the City's
CDBG funds for the building improvements. That award shall be used as the local
matching funds for the EIAF grant. In addition, there are CDBG funds totaling $30,135
which will be spent for the design and engineering of the building improvements that is
not included in the scope of work for the DOLA grant project. This Ordinance will
approve a contract for grant funds in the amount of $65,000 to supplement the CDBG
funds for the construction of the East Side Child Care Center Project.
FINANCIAL IMPACT
The DOLA Energy Mineral Impact Assistance Fund grant will increase the amount of
funding available to complete the building improvement for the East Side Child Care
Center by $65,000. CDBG will provide matching funds in the amount of $100,365 from
the East Side Child Care Center Project No. CD0803 (CDBG Funds) for this project..
The budget for the East Side Child Care Center project is as follows:
