HomeMy WebLinkAbout08067ORDINANCE NO. 8067 AN ORDINANCE AMENDING SECTION 16 OF CHAPTER 5 OF TITLE VI RELATING TO THE FISCAL YEAR 2009 CLASSIFICATION AND PAY PLAN WHEREAS, the City Manager has determined that the following staffing plan for the City Departments best meets the needs of the City, WHEREAS, the City Manager and City Council have agreed to a transition plan for the Law Department and WHEREAS, the City Financial Plan (Budget) provides for the funding for the positions as included in the staffing plan, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that the following positions shall be authorized for remainder of fiscal year 2009 (brackets indicate matter deleted, underscore indicates matter added): SECTION 1 Section 16 of Chapter 5 of Title VI is amended by the addition of the following Class C monthly salary schedule and merit pay range for Assistant City Manager and Deputy City Attorney; Class B monthly salary schedule (entry and top step) for, Legal Assistant, Dispatch Manager, Police Records Manager, Wastewater Accounting Specialist, Honor Farm Property Manager and Class A monthly salary schedule (entry and top step) for Public Relations & Media Specialist and Emergency Services Dispatch Supervisor SECTION 2 Section 6 -5 -16 shall be amended to include: Assistant City Manager $6341.14 $8166.62 Deputy City Attorney $8876.96 $10,848.90 Legal Assistant $3590.86 $4344.95 Dispatch Manager $4178.26 $5117.38 Police Records Manager $4178.26 $5117.38 Wastewater Accounting Specialist $5605.32 $6850.69 Honor Farm Property Manager $5311.79 $6502.51 Public Relations & Media Specialist $4591.18 $5788.37 Emeraencv Services Dispatch Supervisor $3083.81 $4343.91 SECTION 3 This Ordinance shall become effective upon passage and approval. PACHECO TITLE AN ORDINANCE AMENDING SECTION 16 OF CHAPTER 5 OF TITLE VI RELATING TO THE FISCAL YEAR 2009 CLASSIFICATION AND PAY PLAN ISSUE This Ordinance provides for the allocation of positions by various departments for the Budget Year of 2009. The City Manager and the Human Resources Director recommend that this Ordinance be approved. BACKGROUND With the separation of several key managers and new direction from the new City Manager, it is necessary that we do a staffing /salary ordinance to reflect needed changes: The Law Department transition will enable 2 positions hired from the current contract with Tom Jagger commencing October 1, 2009. The Assistant City Manager will come from savings from a vacant Deputy City Manager; the Honor Farm Property Manager is a new enterprise funded position; the Wastewater Accounting Specialist is a needed position being funded out of the wastewater enterprise fund from a management transfer from Finance; the Public Relations & Media Specialist is a transfer and reclassification from the City Manager's office to Information Technology. Several title changes or reclassifications were made in the Police and Finance Departments. FINANCIAL IMPACT The positions authorized in this ordinance have been funded in the 2009 budget or with subsequent budget amendments or vacancy savings. The Law Department transition will require addition of 2 positions in the Law Department, which had been funded under the current contract with Tom Jagger, effective October 1, 2009.
