ORDINANCE NO. 8066
AN ORDINANCE AMENDING THE FISCAL YEAR 2009 STAFFING
ORDINANCE INVOLVING THE DEPARTMENTS OF LAW, FINANCE,
INFORMATION TECHNOLOGY, POLICE, PARKS AND RECREATION,
WASTEWATER, AND THE CITY MANAGER'S OFFICE
WHEREAS, the City Manager has determined that the following staffing plan for the City
Departments best meets the needs of the City,
WHEREAS, the City Manager and City Council have agreed to a transition plan for the Law
Department and
WHEREAS, the City Financial Plan (Budget) provides for the funding for the positions as
included in the staffing plan,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that the following positions
shall be authorized for remainder of fiscal year 2009 (brackets indicate matter deleted,
underscore indicates matter added):
SECTION 1
Section 16 of Chapter 5 of Title VI is amended by the addition of the following Class C
monthly salary schedule and merit pay range for Assistant City Manager and Deputy City
Attorney; Class B monthly salary schedule (entry and top step) for, Legal Assistant, Dispatch
Manager, Police Records Manager, Wastewater Accounting Specialist, Honor Farm Property
Manager and Class A monthly salary schedule (entry and top step) for Public Relations &
Media Specialist and Emergency Services Dispatch Supervisor

The following sections of Ordinance numbers 7966 and 7947, constituting the 2009
Staffing Ordinance, are amended as follows:

ISSUE
This Ordinance provides for the allocation of positions by various departments for the Budget
Year of 2009.
RECOMMENDATION
The City Manager and the Human Resources Director recommend that this Ordinance be
approved.

With the separation of several key managers and new direction from the new City Manager, it is
necessary that we do a staffing /salary ordinance to reflect needed changes: The Law
Department transition will enable 2 positions hired from the current contract with Tom Jagger
commencing October 1, 2009. The Assistant City Manager will come from savings from a
vacant Deputy City Manager; the Honor Farm Property Manager is a new enterprise funded
position; the Wastewater Accounting Specialist is a needed position being funded out of the
wastewater enterprise fund from a management transfer from Finance; the Public Relations &
Media Specialist is a transfer and reclassification from the City Manager's office to Information
Technology. Several title changes or reclassifications were made in the Police and Finance
Departments.
FINANCIAL IMPACT
The positions authorized in this ordinance have been funded in the 2009 budget or with
subsequent budget amendments or vacancy savings. The Law Department transition will
require addition of 2 positions in the Law Department, which had been funded under the current
contract with Tom Jagger, effective October 1, 2009.
