AN ORDINANCE MAKING APPROPRIATION FOR THE HONOR
FARM PROPERTIES ENTERPRISE FOR THE FISCAL YEAR
2009 AND ADOPTING THE BUDGET FOR THE REMAINDER OF
THE YEAR 2009
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1
The General Fund Revenue for Fiscal Year 2009 is hereby estimated and the General
Fund Appropriation by the Honor Farm Properties Enterprise is hereby made as follows:

APPROPRIATION TOTAL $63,690
SECTION 2
Funds in the amount of $38,500 are hereby budgeted and appropriated in the General
Fund for transfer to the Honor Farm Properties Enterprise. Said funds shall come from City
Council's Contingencies Account.
SECTION 3
Authorized staff positions within all departments of the City, as well as the salaries
therefore, are approved and adopted by separate ordinances. All information pertaining to
staffing and salary included in the budget document incorporated herein is solely for the
purpose of providing additional information to the user of the document.
SECTION 4
Pursuant to Sections 7 -12 and 7 -13 of the Charter of the City of Pueblo, the City
Manager is hereby authorized to maintain budgetary control over approved allotments within
each department by classification of expenditure category, rather than line item.
SECTION 5
No expenditures shall be made or warrants issued against any monies appropriated
except in strict conformity with the Charter of the City of Pueblo and in accordance with the
provisions of this Ordinance.

ISSUE
Should the City council appropriate an operating budget for the Honor Farm Properties Enterprise for
the remainder of the year 2009?
RECOMMENDATION
Approval of the Ordinance.
On May 11, 2009, City Council directed Administration to establish the Honor Farm Properties
Enterprise, which includes the Pueblo Motorsports Park (PMP). On August 10, 2009, City Council
approved extending the management agreement with NEK Advanced Securities Group, Inc for the
management of PMP to October 1, 2009, at which time the City of Pueblo will assume the
management and all operations of PMP. This Ordinance will appropriate a start-up budget for the
Honor Farm Properties Enterprise to enable the City to operate Pueblo Motorsports Park through the
end of 2009 with no break in service or disruption of events.
FINANCIAL IMPACT
The total operating budget for the period October 1, 2009, through December 31, 2009, is estimated
at $63,690. In addition, revenues for the same period are estimated to be $21,690. This will require
a start-up subsidy from the General Fund in the amount of $38,500. This amount will be reimbursed
to the General Fund from the Enterprise in future years.
