PACHECO, CITY MANAGER LARA K. BARRETT, DEPUTY CITY MANAGER TITLE AN ORDINANCE MAKING APPROPRIATION FOR THE HONOR FARM PROPERTIES ENTERPRISE FOR THE FISCAL YEAR 2009 AND ADOPTING THE BUDGET FOR THE REMAINDER OF THE YEAR 2009 ISSUE Should the City council appropriate an operating budget for the Honor Farm Properties Enterprise for the remainder of the year 2009? RECOMMENDATION Approval of the Ordinance. On May 11, 2009, City Council directed Administration to establish the Honor Farm Properties Enterprise, which includes the Pueblo Motorsports Park (PMP). On August 10, 2009, City Council approved extending the management agreement with NEK Advanced Securities Group, Inc for the management of PMP to October 1, 2009, at which time the City of Pueblo will assume the management and all operations of PMP. This Ordinance will appropriate a start-up budget for the Honor Farm Properties Enterprise to enable the City to operate Pueblo Motorsports Park through the end of 2009 with no break in service or disruption of events. FINANCIAL IMPACT The total operating budget for the period October 1, 2009, through December 31, 2009, is estimated at $63,690. In addition, revenues for the same period are estimated to be $21,690. This will require a start-up subsidy from the General Fund in the amount of $38,500. This amount will be reimbursed to the General Fund from the Enterprise in future years.
