AN EMERGENCY ORDINANCE ESTABLISHING PROJECT NO.
HS2480 HOMELESS SHELTER OPERATIONS, APPROVING
THE TRANSFER, BUDGET, AND APPROPRIATION OF
$200,000.00 FROM PROJECT NO. HO2460 HOME MATCH
ACCOUNT TO PROJECT NO. HS2480 FOR HOMELESS
SHELTER STAFFING, SECURITY, AND OPERATIONS
WHEREAS, there exists a need for the operation of a permanent homeless shelter in the
City of Pueblo; and
WHEREAS, there exists a need for the operation of an emergency warming shelter
during extreme cold weather events in the City of Pueblo; and
th
WHEREAS, the Pueblo Rescue Mission, a nonprofit corporation located at 728 W. 4
Street, Pueblo, Colorado, has notified the community that its closure is imminent, leaving
hundreds of unhoused without shelter or services;
WHEREAS, the immediate provision of shelter and basic services is necessary to
protect the health and safety of the unhoused population; Now, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Project number HS2480 Homeless Shelter Operations is hereby created.
SECTION 2.
Funds in the amount of $200,000.00 are hereby transferred from the 251 Fund, Project
No. HO2460 to Project No. HS2480 for expenses related to the staffing, security, and
operations of a homeless shelter and the staffing, security, and operations of an emergency
warming shelter during weather declaration.
SECTION 3.
The Mayor is hereby authorized to execute subrecipient agreements with qualified
shelter operators, security firms, service providers, and non-profit entities providing individual
services necessary to maintain shelter operations, absent of a single entity with the ability to
provide needed services within the time constraints. All subrecipient agreements shall be
approved as to form by the City Attorney.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Ordinance to implement the policies and procedures described herein.
SECTION 5.
If any section, paragraph, clause, or provision of this Ordinance shall for any reason be
held to be invalid or unenforceable, the invalidity or unenforceability of such section, paragraph,
clause, or provision shall not affect any of the remaining provisions of this Ordinance.
SECTION 6.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
This emergency Ordinance approves the transfer, budget, and appropriation of
$200,000.00 from the HOME Investment Partnerships Fund grant matching account to
Project Account HS2480 for expenses related to the daily operations of the homeless
shelter located at 728 W 4th Street and the cold weather shelter located at 710 W. 4th
Street.

BACKGROUND:
The Pueblo Rescue Mission notified the City on 10/2/2024 of the Rescue Mission's
imminent closure of shelter operations during an Emergency Meeting held at the
Pueblo County United Way offices. In the meeting, two board members for the Pueblo
Rescue Mission detailed the agency's status concerning the resignation of board
members, the resignation of the executive director, the agency's current reserves, and,
based on the current reserves, the shelter's estimated operational timeline. There
wasn't a consensus among the board members on the exact closure date. Still, neither
indicated that operations were feasible much beyond 30 days. Closure of the Pueblo
Rescue Mission without immediate alternatives will leave hundreds of unhoused
individuals without shelter during a time of year when the weather is turning
substantially colder. Allocation of the funds to allow the City to enter into subrecipient
agreements for services, is necessary
unhoused population.
FINANCIAL IMPLICATIONS:
To access the 2024 HOME funds, the City is required to provide a grant match of
$176,620.00. The match can be made in cash or cash equivalent. Through the donation
of land and reduction of fees charged to developers of HOME-assisted affordable
housing projects, the City has accumulated enough match credit to offset this cash
and Urban Development.

ALTERNATIVES:
The City could elect not to approve this ordinance, select an alternate method to
provide shelter to those experiencing homelessness, or take no action.
