A RESOLUTION AUTHORIZING PAYMENT FROM THE
COUNCIL CONTINGENCIES ACCOUNT IN THE 2024 GENERAL
FUND BUDGET TO ANIMAL WELFARE & PROTECTION
SOCIETY DBA PAWS FOR LIFE IN THE AMOUNT OF $7,500
TO SPONSOR EMERGENCY LEACH FIELD AND PUMP
REPAIRS
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Payment in the amount of $7,500 from the Council Contingencies Account in the 2024
General Fund Budget is authorized to be paid to Animal Welfare & Protection Society DBA
PAWS for Life to sponsor Emergency Leach Field and Pump Repairs.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution to effectuate the policies and procedures described herein.
SECTION 3.
This Resolution shall become effective upon passage and approval.

LIFE IN THE AMOUNT OF $7,500 TO SPONSOR EMERGENCY LEACH
FIELD AND PUMP REPAIRS
SUMMARY:
Attached for consideration is a request for support of Animal Welfare & Protection
Society DBA PAWS for Life in the amount of $7,500 to sponsor the Emergency Leach
Field and Pump Repairs.
PREVIOUS COUNCIL ACTION:

BACKGROUND:
City Council Member Sarah Martinez is requesting $7,500 to offset costs of the
emergency replacement of the leach pit and associated costs. The leach field at PAWS
For Life was confirmed in need of replacement in the immediate and this created a
financial burden. Working closely with an engineer from DKHorn, the estimated cost
ranges from $89,000 to $139,000 therefore we have taken out a loan of $139,000 to
ensure we have the funds to cover all costs associated with this replacement.
As of today, an invoice of $89,000 (attached) is the starting point, and we have paid
half, $44,500, to get the project started. It was discovered recently by the excavating
company that the ejector pumps from the old system would not turn on and are not
working. The excavating company contacted a master plumber and an electrician to
review the situation. They confirmed that the pumps are no longer working, and we will
need new pumps. We are in the process to get bids for this, and this will be in addition
to the $89,000 known cost. Once we know that that will be, we will share/send a copy of
the bid and or invoice. A situation like this is why the loan amount is higher than the
initial starting cost of the project. As a full non-
handle such a large, unexpected expense. We are so grateful for the ongoing support
we get from the generous community we serve here in Pueblo that allows us to
continue with our mission each day. However, a big expense like the leach field
replacement certainly puts us in a position to reach out for additional financial
assistance.
FINANCIAL IMPLICATIONS:
Payment of funds in the amount of $7,500 would be paid from the Council
Contingencies Account in the 2024 General Fund Budget to Animal Welfare &
Protection Society DBA PAWS for Life.
