HomeMy WebLinkAbout15777RESOLUTION NO. 15777 A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE AMOUNT OF $2,332,401.25 TO RUSS GRADING AND EXCAVATING LLC AND SETTING FORTH $466,480 FOR CONTINGENCIES AND ADDITIONAL WORK, FOR PROJECT NO. 24-113 (WW2001) WEST SIDE INTERCEPTOR UPSIZE PROJECT AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME WHEREAS, competitive bids for the Project No. 24-113 (WW2001) West Side Interceptor Upsize Project have been received and examined; and WHEREAS, the proposal of Russ Grading and Excavating LLC of Pueblo, Colorado was the lowest of those bids determined to be responsive; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. City Council authorizes Project No. 24-113 (WW2001) West Side Interceptor Upsize Project to be performed, and the contract for said project is hereby awarded to Russ Grading and Excavating LLC, in the amount of $2,332,401.25. SECTION 2. Funds are available from two funding sources, Project CI2113, ARPA West Side Interceptor Upsize Project and any amount in excess of ARPA funds will be paid from the Sewer User Funds which have been budgeted and appropriated to Project No. 24-113 (WW2001). SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. SECTION 5. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of this Resolution and the contract to implement the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. The City of Pueblo continues to experience and plan for growth and has identified a section of sanitary sewer interceptor that is undersized in the West Side neighborhood. PREVIOUS COUNCIL ACTION: On July 25, 2022, by Resolution No. 14947, City Council approved the expenditure of $2,000,000.00 in American Rescue Plan Act (ARPA) funds to be used to for constructing sewer infrastructure. BACKGROUND: Approximately 3,900 linear feet of 12- and 15-inch sanitary sewer associated sanitary sewer manholes will be relocated to a 21-inch sanitary sewer located in Adee Avenue. The project is located just west of Wildhorse Creek between 22nd Street and 12th Street in the West Side neighborhood. The total cost of the project is estimated at $2,798,881.25, including contingencies. FINANCIAL IMPLICATIONS: The cost of the construction project was bid at $2,332,401.25 with contingencies of $466,480. Funds are available from two funding sources, Project CI2113, ARPA West Side Interceptor Upsize Project and any amount in excess of ARPA funds will be paid from the Sewer User Funds which have been budgeted and appropriated to Project No. 24-113 (WW2001). BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: None. ALTERNATIVES: Alternative No. 1: No Action - denial of this ordinance would cancel this project and deter future development. RECOMMENDATION: Approval of the Resolution.
