PRESIDENTof City Council A77TSTED DY: CITY CLERK PASSED AND APPROVED: August 24, 2009 4 Background Paper for Proposed ORDINANCE AGENDA ITEM # R — 8 DATE: August 10, 2009 DEPARTMENT: DEPARTMENT OF AVIATION THOMAS MARTINEZ, INTERIM DIRECTOR TITLE AN ORDINANCE AUTHORIZING THE TRANSFER OF $26,600 FROM THE AIRPORT IMPROVEMENT TRUST FUND TO CAPITAL PROJECT AP0901 FOR THE REHABILITATION OF 14,500 SQUARE FEET OF RAMP AREAS AT PUEBLO MEMORIAL AIRPORT AND APPROPRIATING AND BUDGETING SAME ISSUE Should City Council authorize the use of Airport Improvement Trust funds for the rehabilitation of 14,500 square feet of ramp areas at Pueblo Memorial Airport. RECOMMENDATION Approval of this Ordinance. BACKGROUND Federal and State grant funds have been obtained to rehabilitate a portion of the ramp area at the airport. These funds will not pay for the ramp areas around the fixed base operator's (FBO) facilities, which are in need of being done. The FAA has agreed to allow the City to use Airport Improvement Trust funds so that these areas may be done in conjunction with the current project. The FBO leases require them to repay the City for these costs and the Airport Improvement Trust Fund would be replenished when those payments are received. FINANCIAL IMPACT Funds in the amount of $26,600 will be transferred from the Airport Improvement Trust Fund to Capital Project AP0901. These items of work will be done in conjunction with the general aviation apron rehabilitation project currently being funded under AIP Project No. 3- 08- 0046 -29. We have reviewed the proposal with respect to applicable agency guidelines and find that the project is an acceptable use of land sale revenues. It is also understood that these funds will be repaid to the land sale account by the affected tenants. As in past cases, please forward a copy of the City Council resolution approving this transaction. In addition, please submit documentation of final project costs as well as the proposed repayment schedule upon completion of the work. Please note that all construction materials and costs associated with this project must be accounted for separately from the larger AIP project. If we may be of any further assistance, please feel free to contact our office. Sincerely, e Christopher J. c ffer, P.E. Project Manager RECEIVED JUL 2 0 2009
