AN ORDINANCE APPROVING AND ADOPTING A 2024
ADDENDUM TO THE PUEBLO REGIONAL COMPREHENSIVE
PLAN FOR THE PHYSICAL DEVELOPMENT OF PUEBLO, A
COLORADO MUNICIPAL CORPORATION
WHEREAS, the City Planning and Zoning Commission is authorized to prepare and
submit to the City Council for its approval a 2024 Addendum to the Pueblo Regional
Comprehensive Plan for the physical development of the City; and,
WHEREAS, the City Planning and Zoning Commission, after a public hearing thereon
conducted after due publication, has approved said addendum and submitted same to City
Council for its approval; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The 2024 Addendum to the Pueblo Regional Comprehensive Plan for the Physical
Development of Pueblo, heretofore approved by the City Planning and Zoning Commission and
submitted to the City Council for approval, copies of which are attached hereto, is hereby
approved and adopted as the Master Plan for the Physical Development of the City with the
changes thereto recommended by the City Planning and Zoning Commission.
SECTION 2.
The 2024 Addendum to the Pueblo Regional Comprehensive Plan for the Physical
Development of Pueblo, does not repeal or rescind, the Pueblo Regional Comprehensive Plan
for the Physical Development of Pueblo, a Colorado Municipal Corporation, adopted by the
Pueblo City Council August 8, 2022, by Ordinance No. 10247. The physical development of the
City after the effective date of this Ordinance shall be in conformity with the 2024 Addendum to
the Pueblo Regional Comprehensive Plan-2022, hereby adopted, except insofar as any such
physical development has been heretofore approved by Ordinance of the City Council.
SECTION 3.
This Ordinance shall become effective immediately upon final action by the Mayor and
City Council.

CORPORATION
SUMMARY:
Attached for consideration is the 2024 Addendum to the Pueblo Regional
Comprehensive Plan for the Physical Development of Pueblo, a Colorado Municipal
Regional Development Plan, Addendum, August
PREVIOUS COUNCIL ACTION:
August 8, 2022, by Ordinance No. 10247. The applicant is concurrently requesting to
rezone the property from R-2, Single-Family Residential to R-5, Mixed Residential and
Office. (Z-24-11)
BACKGROUND:
Archway Communities is an affordable housing and services organization that began in
Communities owns the property located at 1003 Liberty which is a 1.47-acre site,
developed with a church, parking lots, detached accessory structure, mature trees, and
a large turf area adjacent to Bonforte Boulevard. The site is currently zoned R-1,
Single-Family Residential and is designated as a Suburban Neighborhood future land
use area within the Pueblo Regional Comprehensive Plan. Archway Communities plans
to develop two multifamily residential structures along the northern and western
property lines and preserve the existing church, which is centrally located on the site.
The proposed, three story, walk-up style multifamily residential development will include
one- and two-bedroom dwelling units intended for households that earn 30-80 percent
Area Median Income (AMI). According to the applicant, the church structure will be
redeveloped as a leasing office and community clubhouse. Due to its location and
surrounding development, the existing Suburban Neighborhood Future land use
classification and the R-1 zoning appear to be unsuitable and detrimental to future
redevelopment efforts of this site. Amending the Pueblo Reginal Comprehensive Plan
Land Use Designation to Urban Neighborhood will facilitate redevelopment of the site.
The proposed Urban Neighborhood Future Land Use Designation will facilitate the
rezoning of the site to a R-5, Zone District, which will allow two multifamily dwelling
units to be constructed and the existing church to be redeveloped as a leasing office
and community space intended to service the immediate residents and neighborhood.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their August 14, 2024 Regular Meeting, voted
7-0 to recommend approval.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission
Public Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance the property will not be rezoned.
Upon request of City Council, the Ordinance could be returned to the Planning and
Zoning Commission for consideration of proposed modifications.
RECOMMENDATION:
Approval of the Ordinance.
