AN ORDINANCE AMENDING THE FISCAL YEAR 2024
STAFFING ORDINANCE BY ADDING ONE (1) FULL-TIME FIRE
LIEUTENANT POSITION TO THE AUTHORIZED STAFFING OF
THE FIRE DEPARTMENT
WHEREAS, it is necessary to revise the positions for the ultimate efficiency and
functionality for the City of Pueblo Fire Department; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Ordinance, is amended as follows:
SECTION 2.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate any transactions described therein.
SECTION 3.
This Ordinance shall be deemed to amend the Fiscal Year 2024 Budget and staffing with
respect to the number and allocation of positions within the Fire Department and shall become
effective on the date of final action by the Mayor and City Council.

POSITION TO THE AUTHORIZED STAFFING OF THE FIRE
DEPARTMENT
SUMMARY:
The Fire Chief, w
Lieutenant to the authorized staffing of the Fire Department.
This ordinance finalizes initial staffing changes necessitated by the addition of the new
Fire Station 11 and the relocation and re-build of Stations 6 and 8 in 2025. Facility
changes and the connected staffing changes will ultimately result in the enhancement
the community. In advance of the physical building completions, the requested staffing
changes will improve firefighter safety, lesson span of control concerns and ensure a
smooth transition into the modified deployment of resources resulting from the station
changes.
In a previous ordinance, the conversion of vacant Firefighter positions was requested,
five of which were to Fire Lieutenant. With no additional vacancies available at this
time to convert, it is requested that one additional Fire Lieutenant be added to the
staffing to allow for Lieutenant coverage on all three shifts of the Fire Department
staffing schedule.
PREVIOUS COUNCIL ACTION:
On December 11, 2023, Ordinance No. 10613 was approved by City Council. This
Ordinance provided authorized staffing for Fiscal Year 2024.
BACKGROUND:
The Fire Department is preparing to expand the number of stations for operation in
2025. Currently the department has 10 stations, each containing an engine staffed with
a minimum of 3 personnel (Fire Captain, Fire Engineer, and Emergency Medical
Officer).
The operational division consists of 3 shifts (A, B, and C) managed by one Assistant
Fire Chief. The effective span of control ratio for managing personnel generally is 5-7
immediate reports (i.e. Captains), especially considering the high-intensity emergency
situations fire personnel face on a regular basis. Currently subordinate staffing levels
exceed the optimal span of control ratio, and the additional authorized position will help
alleviate that concern given the addition of a fire station and a second truck company.
For staff safety, operational improvements, preparing for leadership continuity and
transition resulting from the fire station changes this ordinance requests that one (1)
additional Fire Lieutenant be added to the department staffing for 2024. The addition of
one (1) Lieutenant position will allow for immediate supervision of the third uncovered
shift as the City adds a second truck company to the service area within the community.
This has been a significant need for the City and community and will improve ISO
(insurance) ratings.
FINANCIAL IMPLICATIONS:
This change results in one full-time position being added to the department. No
additional funding is required for the remainder of 2024 as the result of salary savings
due to vacancies and unavoidable delays in promotions to higher ranks.
The total cost to add one Fire Lieutenant to staffing is approximately $143,890 which
includes salary and all benefits to include health, dental and life insurance, pension
costs and Medicare contributions for an entire year.
The total cost for the additional position for the remainder of the 2024 year is
approximately $35,973 (3 months of salary and benefits) which can be covered by
existing salary savings. This assumes promotion into the position would occur no earlier
than mid-late October 2024.

ALTERNATIVES:
The no action alternative would be to retain staffing levels as they are, which is not
operationally efficient and will be insufficient with the upcoming station changes.
