HomeMy WebLinkAbout15775RESOLUTION NO. 15775 A RESOLUTION AMENDING SECTION 2 OF RESOLUTION NO. 14990 WHICH SET A SCHEDULE OF FEES TO BE COLLECTED THROUGH CHARGEPOINT, INC., A DELAWARE CORPORATION, FOR PUBLIC USE OF CITY-OWNED ELECTRIC VEHICLE CHARGING STATIONS EFFECTIVE OCTOBER 1, 2024 WHEREAS, on September 12, 2022, City Council approved Resolution 14990 which set rates for public use of City-owned charging stations; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. Section 2 of Resolution No. 14990 is deleted in its entirety and amended to read as follows: SECTION 2. The rate of twenty-five cents ($0.25) per kilowatt-hour (kWh) of energy consumed; the rate of twenty-five cents ($0.25) per minute for idling; and the rate of zero dollars ($0.00) for City-owned vehicles, for public use of the electric vehicle charging stations located at 120 S. Main Street, 700 No. Main Street, and 200 W. 2nd Street is hereby authorized and approved effective October 1, 2024. SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with this Resolution to implement the policies and procedures described herein. SECTION 3. This Resolution shall become effective immediately upon passage and approval. PREVIOUS COUNCIL ACTION: City Council passed Resolution No. 14990 on September 12, 2022 which set rates for public use of City-owned electric vehicle charging stations at $0.00 per hour through September 30, 2024 and $2.00 per hour effective October 1, 2024. BACKGROUND: This Resolution amends Section 2 of Resolution No. 14990, setting the fee for electric vehicle charging FINANCIAL IMPLICATIONS: Currently, the City spends approximately $500 per month on energy costs at its public charging stations. The City has received two grants from the Colorado Energy Office which will fund the installation of five additional Level 2 chargers and three new DCFC (Level 3) chargers within the next year. To offset the cost of providing energy at public charging stations, the City will charge $0.25 per kilowatt-hour (kWh) of energy consumed. In addition, the City will charge $0.25 per minute for idling, or occupying an EV charging space while the charger is available to provide a charge, but not utilized. This fee would not be charged when the charging station is not functioning due to a maintenance issue. Fees for City-owned vehicles using City-owned charging stations are waived. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Resolution. STAKEHOLDER PROCESS: Not applicable to this Resolution. ALTERNATIVES: Failure to pass this Resolution will leave Resolution No. 14990 in effect which, on October 1, 2024, sets fees at $2.00 per hour. This time-based rate does not reflect the rate at which energy is provided to charging vehicles and is not appropriate for use with both Level 2 and Level 3 chargers. Rather, this Resolution will set a rate based on the actual amount of energy consumed, without regard to the capacity/speed of the charging system. RECOMMENDATION: Approval of this Resolution.
