A RESOLUTION TO UNOBLIGATE $1,655,322.82 FROM
FIFTEEN SEPARATE PROJECTS IN PROJECT CI2113
AMERICAN RESCUE PLAN ACT FOR THE PURPOSE OF
REOBLIGATING THE FUNDS AS AUTHORIZED BY THE
AMERICAN RESCUE PLAN ACT AND THE U.S. TREASURY
FINAL RULE 31 CFR 35
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Funds in the amount of $1,655,322.82 are hereby unobligated from the fifteen projects in
Project CI2113 American Rescue Plan Act listed below:

SECTION 2.
The officers and staff of the City are authorized to perform all acts consistent with this
Resolution to implement the policies and procedures described herein.
SECTION 3.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
This Resolution unobligates $1,655,322.82 from fifteen projects in American Rescue Plan
-obligating the funds as authorized by ARPA and
the U.S. Treasury Final Rule CFR 35.
PREVIOUS COUNCIL ACTION:
By Ordinance No. 9931, approved on May 17, 2021, the City Council established Project
No. CI-2113 and budgeted and appropriated up to $36.7 million in funds which were
expected to be distributed to the City from ARPA funds for covered costs and eligible
expenses to be incurred during the period which began on March 3, 2021, until December
31, 2024, (to be expended by December 31, 2026).
BACKGROUND:
Fifteen different projects were approved by Resolution or Ordinance between 2021 and
2023 as set forth in the table below. Some of these projects have been completed and still
have funds available. Some projects have subrecipient agreements that have expired or
been terminated with funds remaining.

FINANCIAL IMPLICATIONS:
Unobligated funds in the total amount of $1,655,322.82 will be available for re-obligation from Project No. 2113 American Rescue
Plan Act.

ALTERNATIVES:
The City Council could decide not unobligated the remaining funds from the fifteen ARPA projects listed above.
