AN ORDINANCE APPROVING THE 1ST AMENDMENT TO THE
INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY
OF PUEBLO, A COLORADO MUNICIPAL CORPORATION
("CITY"), AND THE STATE OF COLORADO, ACTING BY AND
THROUGH THE COLORADO DEPARTMENT OF
TRANSPORTATION ("CDOT"), PROJECT SAR M086-094
(24468) FOR THE HAAFF ELEMENTARY SAFE ROUTES TO
SCHOOLS PROJECT, BUDGETING AND APPROPRIATING
FUNDS IN THE AMOUNT OF $91,816.00 AND AUTHORIZING
THE MAYOR TO EXECUTE SAME
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
a Colorado Municipal Corporation, and State of Colorado, acting by and through the Colorado
Department of Transportation (CDOT), Project: SAR M086-094 (24468), Haaff Elementary Safe
Routes to Schools, a copy of which is attached, having been approved as to form by the City
Attorney, is hereby approved.
SECTION 2.
The Mayor is authorized to execute and deliver the IGA 1st Amendment in the name of
the City of Pueblo and the City Clerk is directed to affix the seal of the City thereto and attest
same.
SECTION 3.
Subject to encumbrances by the Colorado State Department of Transportation, funds
from the Haaff Elementary Safe Routes to Schools (24468) in the amount of $91,816.00 are
hereby budgeted and appropriated for the Safe Routes to Schools No. PL2101 for Haaff
Elementary School.
SECTION 4.
The officers of the City are authorized to perform any and all acts consistent with this
Ordinance to implement the policies and procedures described herein.
SECTION 5.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
This Ordinance approves the 1st Amendment of an Intergovernmental Agreement
Haaff Elementary Safe Routes to Schools Project, and budgets and appropriates funds
in the amount of $91,816.00.
PREVIOUS COUNCIL ACTION:
Ordinance 10374 established the Haaff Elementary Safe Routes to Schools Project,
approved an intergovernmental agreement between the City of Pueblo and the State of
Colorado, and budgeted and appropriated funds in the amount of $279,180.00.
BACKGROUND:
The City submitted a Safe Routes to Schools grant for improvements at Haaff
Elementary School in 2021. This project provides safe and accessible routes to school
by:
1) constructing multi-use sidewalks and connections to give students a direct route to
the school entrance;
2) installation of high visibility crosswalks to alert motorists of pedestrian activity;
3) installation of ADA curb ramps to improve accommodation for all users.
The project also includes consulting services for Phase 2 of the project: reconstruction
of the intersection of Jerry Murphy Road and Chinook Lane.
This Ordinance approves the 1st Amendment to the Intergovernmental Agreement
relating to the Haaff Elementary Safe Routes to Schools Project, originally effective on
February 15, 2023, between the City and CDOT. This amendment is due to the addition
of funds in the amount of $91,816.00 for construction of improvements at Haaff
Elementary School.
FINANCIAL IMPLICATIONS:
Match funds are not required as this project is eligible for no match through COVID
response.
Funds in the amount of $91,816.00 shall be budgeted and appropriated for Project
PL2101 Haaff Elementary Safe Routes to Schools.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Denial of this Ordinance would deny the additional funding from the State of Colorado.
RECOMMENDATION:
Approve the Ordinance.
