HomeMy WebLinkAbout10781ORDINANCE NO. 10781 AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2024 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE COMMUNITY INITIATIVE TO REDUCE VIOLENCE (CIRV) PROGRAM MANAGER BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Section 6-5-16 (B) of Chapter 5, of Title VI, of the Pueblo Municipal Code referencing the Fiscal Year 2024 pay scale for the classification of Community Initiative to Reduce Violence (CIRV) Program Manager. 6-5-16. Schedule, classification, work week and monthly salary. The following shall constitute: B. The monthly pay range for the classification of Community Initiative to Reduce Violence (CIRV) Program Manager for 2024 SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate and transactions described therein. SECTION 3. This Ordinance shall become effective on the date of final action by the Mayor and City Council. Ordinance re-adopted on a vote of ____________, on _____________ ____________________________ President of City Council ATTEST ________________________________ City Clerk City Clerk's Office Item # R9 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: September 9, 2024 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Marisa Pacheco, Director of Human Resources Chris Noeller, Chief of Police SUBJECT: AN ORDINANCE AMENDING SECTION 6-5-16 OF CHAPTER 5, OF TITLE VI OF THE PUEBLO MUNICIPAL CODE RELATING TO THE FY 2024 CLASSIFICATION AND PAY PLAN BY ESTABLISHING THE PAY SCALE FOR THE COMMUNITY INITIATIVE TO REDUCE VIOLENCE (CIRV) PROGRAM MANAGER SUMMARY: Attached for consideration is an ordinance establishing the salary schedule for the grant-funded position of Community Initiative to Reduce Violence (CIRV) Program Manager. The position will be funded by Colorado Division of Criminal Justice, Office of Adult and Juvenile Assistance Grant # 2023-CP-23-11 under project # CI2219 for the remainder of 2024 and 2025. No General Fund expenditures are required for the position. PREVIOUS COUNCIL ACTION: On December 11, 2023, Ordinance No.10614 was approved by City Council. The Ordinance provided the classification and pay plan for the fiscal year 2024. On July 8, 2024, Ordinance No.10733 was approved by City Council. The Ordinance accepted grant funds of $131,660 to fund the program costs and position associated with the grant for the remainder of 2024 and 2025. BACKGROUND: The Police Department requests the addition of a full-time position to perform management and coordination of the Community Initiative to Reduce Violence (CIRV) Program. The new classification title will be Community Initiative to Reduce Violence (CIRV) Program Manager. This is new program and is under development and is a partnership between community resource providers and Law Enforcement partners to reduce juvenile crime in our community. This position will be a classified, non-bargaining position within the City and subject to all Civil Service rules with respect to hiring. FINANCIAL IMPLICATIONS: The accepted grant allotted a total of $131,660 in funding for the position. This will cover salary and benefits for the remainder of 2024, assuming a November hire and all of 2025. The remainder of funding will be used for a computer, operating supplies and program materials for the life of the grant program. BOARD/COMMISSION RECOMMENDATION: None. STAKEHOLDER PROCESS: None. ALTERNATIVES: If this ordinance is not approved, and assuming the establishment of the Community Initiative to Reduce Violence (CIRV) Program Manager position is approved, no salary range will be associated with the classification, the position cannot be filled, and the grant funds will be forfeited and returned to the Division of Criminal Justice, Office of Adult and Juvenile Assistance. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: None
