HomeMy WebLinkAbout10780ORDINANCE NO. 10780 AN ORDINANCE AMENDING THE FISCAL YEAR 2024 STAFFING ORDINANCE BY ADDING ONE (1) FULL-TIME POSITION TO THE AUTHORIZED STAFFING OF THE POLICE DEPARTMENT ENTITLED COMMUNITY INITIATIVE TO REDUCE VIOLENCE (CIRV) PROGRAM MANAGER WHEREAS, it is necessary to revise the positions for the ultimate efficiency and functionality for the City of Pueblo Police Department; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. f Ordinance No. 10613, being the 2024 Staffing Ordinance, is amended as follows: SECTION 2. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Ordinance to effectuate and transactions described therein. SECTION 3. This Ordinance shall be deemed to amend the Fiscal Year 2024 Budget and staffing with respect to the number and allocation of positions within the Police Department and shall become effective on the date of final action by the Mayor and City Council. Ordinance re-adopted on a vote of ____________, on _____________ ____________________________ President of City Council ATTEST ________________________________ City Clerk City Clerk's Office Item # R8 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: September 9, 2024 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Marisa Pacheco, Director of Human Resources Chris Noeller, Chief of Police SUBJECT: AN ORDINANCE AMENDING THE FISCAL YEAR 2024 STAFFING ORDINANCE BY ADDING ONE (1) FULL-TIME POSITION TO THE AUTHORIZED STAFFING OF THE POLICE DEPARTMENT ENTITLED COMMUNITY INITIATIVE TO REDUCE VIOLENCE (CIRV) PROGRAM MANAGER SUMMARY: The Police Department requests the addition of one full-time position, entitled Community Initiative to Reduce Violence (CIRV) Program Manager associated with the previously awarded and accepted Colorado Division of Criminal Justice, Office of Adult and Juvenile Assistance Grant # 2023-CP-23-11 under project # CI2219 for the remainder of 2024 and 2025. No General Fund expenditures are required for the position. PREVIOUS COUNCIL ACTION On December 11, 2023, Ordinance No. 10613 was approved by City Council. The Ordinance provided authorized staffing for Fiscal Year 2024. On July 8, 2024, Ordinance No.10733 was approved by City Council. The Ordinance accepted grant funds of $131,660 to fund the program costs and position associated with the grant for the remainder of 2024 and 2025. BACKGROUND: The Police Department requests the addition of a full-time position to perform management and coordination of the Community Initiative to Reduce Violence (CIRV) Program. The new classification title will be Community Initiative to Reduce Violence (CIRV) Program Manager. This position will provide primary management of a new program designed to develop and strengthen partnerships between community resources and law enforcement partners to reduce juvenile crime in the Pueblo community. The Community Initiative to Reduce Violence (CIRV) Program will consist of interdependent work groups across local government, law enforcement, academic, corporate, health and non-profit sectors. The program structure is designed to implement a collaborative, integrated approach to preventing violent crime and criminal activity of youth populations. As an employee of the Pueblo Police Department, the civilian position will be responsible for identifying appropriate participants and partners for CIRV, outreach and collaboration, data gathering and analysis, working with partners to define and highlight the problem of youth violence, gang activities and prevention techniques developing and executing a CIRV workplan including meaningful, relevant projects, sourcing of sustainable funding for the program beyond 2025 and grant compliance activities. FINANCIAL IMPLICATIONS: The accepted grant allotted a total of $131,660 in funding for the position. This will cover salary and benefits for the remainder of 2024, assuming a November hire and all of 2025. The remainder of funding will be used for a computer, operating supplies and program materials for the life of the grant program. BOARD/COMMISSION RECOMMENDATION: Not Applicable. STAKEHOLDER PROCESS: None. ALTERNATIVES: The no action alternative would be to retain staffing levels as they are which will not allow the City to fulfill obligations under the accepted grant funding for the CIRV Program as outlined in the Colorado Division of Criminal Justice, Adult and Juvenile Assistance Grant.
