AN ORDINANCE APPROVING LEASE NO. GS-08P-LCO00780
BETWEEN THE CITY OF PUEBLO, A COLORADO MUNICIPAL
CORPORATION, AND THE UNITED STATES OF AMERICA TO
LEASE SPACE AT THE PUEBLO MEMORIAL AIRPORT FOR
USE BY THE TRANSPORTATION SECURITY
ADMINISTRATION (TSA), AND AUTHORIZING THE MAYOR TO
EXECUTE SAME
WHEREAS, Lessor owns and operates the Pueblo Memorial Airport ("Airport"); and
WHEREAS, Lessee is desirous of leasing space at 31201 Bryan Circle at the Airport
upon the terms and conditions hereinafter set forth; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Lease Agreement, by and between the City of Pueblo, a Colorado Municipal
Corporation, and the United States of America, for office and related space located at the
Pueblo Memorial Airport for use by the Transportation Security Administration (TSA), a copy of
which is attached hereto and made a part hereof by reference, after having been approved as to
form by the City Attorney, is hereby approved, subject to the conditions as set forth in said On-
Airport Lease.
SECTION 2.
The Mayor is hereby authorized to execute and deliver the Agreement in the name of the
City and the City Clerk shall affix the Seal of the City thereto and attest the same.
SECTION 3.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with this Ordinance and the Agreement to implement the transactions, policies, and
procedures described herein.

SUMMARY:
This Ordinance approves an Agreement with the United States of America
PREVIOUS COUNCIL ACTION:
City Council has approved agreements with the United States of America to lease
space at the Airport for TSA since 2002. The current lease was approved under
Resolution No. 13093 and expired July 31, 2024.
BACKGROUND:
After September 11, 2001, the Federal government assumed responsibility for the
screening of airline passengers at commercial service airports by federal employees
through the Transportation Security Administration (TSA). This resolution is to approve
the negotiated On-Airport Lease with the United States of America for office and related
space in the terminal building for use by the TSA. The lease commencement date is
August 1, 2024.
FINANCIAL IMPLICATIONS:
The 10-year Lease is for a total of 429 square feet of office, break room, and server
closet at a rate of $22.42 per square foot per annum. The total annual cost is
$9,619.20 paid in twelve monthly installments.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
Not applicable to this Ordinance.
ALTERNATIVES:
If this Ordinance is not approved, the TSA would not lease space inside the Terminal
resulting in the inability to efficiently operate.
RECOMMENDATION:
The Department of Aviation recommends approval of this Ordinance.
