AN ORDINANCE APPROVING AND ACCEPTING AIRPORT
IMPROVEMENT PROGRAM (AIP) GRANT AGREEMENT NO. 3-
08-0046-051-2024 FROM THE UNITED STATES OF AMERICA
ACTING THROUGH THE FEDERAL AVIATION
ADMINISTRATION FOR FUNDS IN THE AMOUNT OF $239,529
FOR COSTS RELATED TO THE CONSTRUCT HANGAR AND
REHABILITATE TAXILANE (PHASE I DESIGN) PROJECT AT
THE PUEBLO MEMORIAL AIRPORT, BUDGETING AND
APPROPRIATING $239,529 TO PROJECT NO. AP1804
SOUTH T-HANGAR #1, AND AUTHORIZING THE MAYOR TO
EXECUTE SAME
WHEREAS, the City of Pueblo has received a Grant Agreement from the Federal
Aviation Administration (FAA) for costs related to the Construct Hangar and Rehabilitate
Taxilane (Phase I Design) project; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Federal Aviation Administration Grant Agreement No. 3-08-0046-051-
between the City of Pueblo, a Colorado Municipal Corporation, and the United States of
federal funds for costs related to the Construct Hangar and Rehabilitate Taxilane (Phase I
Design) project, after having been approved as to form by the City Attorney, is here by accepted
and approved.
SECTION 2.
The Mayor is hereby authorized to execute the Grant Agreement in the name and on
behalf of the City of Pueblo, where the Mayor may execute the Grant Agreement by electronic
signature and such electronic signature shall be attributable to the Mayor and the City of
Pueblo.
SECTION 3.
Funds in the amount of $236,529.00 shall be accepted pursuant to the Grant Agreement
and budgeted and appropriated to Project No. AP1804-South T-Hangar #1.
SECTION 4.
Pursuant to the Grant Agreement, the FAA may make unilateral amendments to the
grant terms and its obligation thereunder, including the increasing or decreasing of its grant
obligation. In accordance therewith, such amendments shall be effective without the need for an
additional ordinance or other action by City Council. Should the FAA increase the maximum
grant obligation, said funds shall be automatically budgeted and appropriated to Project No.
AP1804-South T-Hangar #1 without the need for further action.
SECTION 5.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Ordinance to implement the policies and procedures described herein.
SECTION 6.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

SUMMARY:
This Ordinance will approve and accept an Airport Improvement Program (AIP) grant
agreement from the United States of America acting through the Federal Aviation
Administration (FAA) to provide funding for costs related to the Construct Hangar and
Rehabilitate Taxilane (Phase I Design) project, budgeting and appropriating funds to
AP1804 South T-Hangar #1.
PREVIOUS COUNCIL ACTION:
Ordinance No. 9308, passed and approved on July 9, 2018, established Project No.
AP1804 South T-Hangar #1 budgeting and appropriating funds from insurance claim
for damage to t-hangars.
BACKGROUND:
The City owned a set of ten T-Hangars that were built in the late 1970s. In May of 2015,
the Airport was hit by a severe hailstorm that damaged the roof. Then, in July of 2016,
the T-Hangars were further damaged by a DC-10 that severely damaged the
northernmost hangar unit. Insurance funds have been received and used to seed a
project to construct new hangars. The damaged hangars were disassembled and
donated to Otero County for use at Fowler Airport. The 2022 Airport Master Plan
identified the need to construct new general aviation hangars and rehabilitate taxilane
infrastructure at the Pueblo Memorial Airport. The FAA has awarded a grant from the
Bi-partisan Infrastructure Legislation (BIL) funds to reimburse 95% of project costs.
FINANCIAL IMPLICATIONS:
The total design project cost is $245,636.44. The FAA AIP Grant is (95%) of the total
project costs not to exceed $239,529.00. Funds will be budgeted and appropriated to
Project No. AP1804-South T-Hangar #1. Local and State matching funds were
budgeted and appropriated in a previous ordinance.

ALTERNATIVES:
If this Ordinance is not approved, the grant will not be accepted from the federal
government and the project will not occur.
