SUBJECT: A RESOLUTION AWARDING A PUBLIC TRANSPORTATION ROUTE
STUDY CONTRACT IN THE AMOUNT OF $200,000 TO DEVELOP A
POTENTIAL COMMUTER SHUTTLE TO THE PUEBLO AIRPORT
INDUSTRIAL COMPLEX AIMED AT PROVIDING EFFICIENT
WORKFORCE TRANSPORTATION BENEFITTING ECONOMICALLY
DISADVANTAGED INDIVIDUALS
SUMMARY:
Attached is a Resolution awarding a Transportation Route Study Contract to Mead &
commuter shuttle route to the Airport Industrial Complex.
PREVIOUS COUNCIL ACTION:
Ordinance 10647 February 12, 2024, accepted the Grant for this study and budgeted
and appropriated the funds into project PT2401.
BACKGROUND:
Pueblo Transit has been asked many times about the possibility of providing reliable
transportation to the Airport Industrial Complex. To answer this inquiry, the City/Pueblo
Transit requires a detailed planning study for efficient workforce transportation
benefiting economically disadvantaged individuals. The study will include analysis of
the existing Transit System, recommendations for corrective actions to be taken to
enhance accessibility, address mobility of the Transit Program and ease for riders,
provide suggestions for efficiency, and proposed improvements. The City's/Pueblo
Transit's goal is to increase ridership with a modernized route system with the potential
of including an hourly commuter shuttle to the Pueblo Airport Industrial Complex.
FINANCIAL IMPLICATIONS:
The cost of the study was bid at $176,160 and requires a 10% City match of $17,600.
BOARD/COMMISSION RECOMMENDATION:
Pueblo Transit Board of Directors approve this Resolution.
STAKEHOLDER PROCESS:

RECOMMENDATION:
Approval of the Resolution.

A RESOLUTION AWARDING A PUBLIC TRANSPORTATION
ROUTE STUDY CONTRACT IN THE AMOUNT OF $200,000 TO
DEVELOP A POTENTIAL COMMUTER SHUTTLE TO THE
PUEBLO AIRPORT INDUSTRIAL COMPLEX AIMED AT
PROVIDING EFFICIENT WORKFORCE TRANSPORTATION
BENEFITTING ECONOMICALLY DISADVANTAGED
INDIVIDUALS
WHEREAS, competitive bids for project No. PT2401 Areas of Persistent Poverty Study
have been received and examined: and
WHEREAS, the proposal of Mead and Hunt Inc., was the lowest of those bids
determined to be responsive, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The City Council of Pueblo authorizes Project PT2401 Areas of Persistent Poverty
Study, and the contract for said project is hereby awarded to Mead & Hunt Inc, in the amount of
$176,160.
SECTION 2.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 3.
The officers and staff of the City are authorized to perform any, and all acts consistent
with this Resolution to implement the policies and procedures described.
