Approval of the Ordinance BACKGROUND In January 2009, the U.S. Congress passed and the President signed the American Recovery and Reinvestment Act of 2009 (ARRA). The City of Pueblo has been awarded $443,659 in funding under the Community Development Block Grant — Recovery grant. The grant award requires that the City complete a substantial amendment to the 2008 -2009 Action Plan to include the activities to be undertaken. It is a HUD requirement that the City amends its plan and provide for public comments. The substantial amendment, which is attached must be completed and submitted to HUD by t " June 5 Funding available under the Recovery Act has clear purposes, with the major focus being to stimulate the economy through measures that preserve and create jobs. In adherence to the requirements outlined in the Notice of Program Requirements for Community Development Block Grant Program Funding Under the American Recovery and Reinvestment Act of 2009, issued on May 4, 2009, we are proposing that the funding be provided for architectural barrier removals at City Hall, which will provide for the installation of a new elevator and ADA bathroom facilities on the 2 nd and 3 rd floor. The project also serves to meet the timing requirements of the grant. As the grantee is required to give priority to projects that can be started and completed, "expeditiously, ... using at least 50% of the funds for activities that can be initiated not later than 120 calendar days after February 17, 2009 ". FINANCIAL IMPACT The amendment of the Plan has no financial impact to the General Fund. The grant will provide $443,659 in additional Community Development Block Grant funding for an eligible project.
