AN ORDINANCE AMENDING SECTION 17 -5 -51 OF THE PUEBLO
MUNICIPAL CODE RELATING TO THE COMPOSITION OF THE
ARCHITECTURAL REVIEW BOARD
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:

SECTION 1.
Section 51, of Chapter 5, Title XVII of the Pueblo Municipal Code, is hereby
amended to read as follows:
There is hereby created an Architectural Review Board which shall consist
of seven (7) persons appointed by resolution of City Council for such terms and
upon such conditions as described in such resolution. The Board shall be
composed of [at least one (1)] two 2 tenants or real property owners from
[each zone district governed by the Board] the Historic Business Zone District
3, one (1) architect or other design professional, [and] the Building Official for
the Pueblo Regional Building Department or the Building Official's designee and,
one at -large resident of the City of Pueblo
SECTION 2.
This Ordinance shall become effective immediately after final passage and
approval.

RELATING TO THE COMPOSITION OF THE ARCHITECTURAL REVIEW BOARD
ISSUE
Should the City Council amend Section 17 -5 -51 of the Pueblo Municipal Code relating
to the composition of the Architectural Review Board?
RECOMMENDATION
The Planning and Zoning Commission, at their March 11, 2009 Regular Meeting, voted
5 -0 to recommend approval.
BACKGROUND
Presently, the Ordinance specifies that the Pueblo Architectural Review Board (PARB)
is comprised of seven (7) members. These members include one (1) tenant or real
property owner from each zone district governed by the Board (HB, HARP -1 and HARP -
2 zone districts), one (1) architect or other design professional and the building official
from the Pueblo Regional Building Department. This specifically lists a total five (5)
members, leaving the remaining two positions undefined. The new Board composition
will provide clarification regarding the two (2) non - defined positions, by defining all
seven (7) positions. The ordinance changes the composition to be two (2) tenant or real
property owners from the HB Zone District, two (2) tenant or real property owners from
any of the three HARP Zone Districts (HARP -1, HARP -2 and HARP -3), one (1) architect
or other design professional, the building official and one (1) at -large City of Pueblo
resident.
On May 31, 2009, due to resignations and expiring terms, the Board will be comprised
of only two (2) property owners of the HB Zone District, and the building official. The
remaining four (4) seats will be vacant as of May 31, 2009.
FINANCIAL IMPACT
None.
