AN ORDINANCE ESTABLISHING NEW BUS PASS FARE
STRUCTURE FOR TRANSIT SERVICES EFFECTIVE
MARCH 1, 2009
WHEREAS, the city's mass transportation system is operated by Pueblo Transit
as an agency and instrumentality of the City of Pueblo, and
WHEREAS, the rates and charges for transportation services have not been
increased since January 1, 2005, and
WHEREAS, Pueblo Transit evaluated the fare structure of the transportation
system and recommended raising fares by $5.00 for unlimited monthly passes, and
WHEREAS, transportation system operating funds are derived from 50/50 match
between the Federal Transit Administration and the City of Pueblo, with revenue
received offsetting the City of Pueblo's match, and
WHEREAS, public hearings were held after public notices on November 17 -21,
2008 and January 8, 2009 with 47citizens in attendance who provided valuable input
and modifications to the proposals, and
WHEREAS, the Transit Advisory Committee met on November 6, 2008 and
approved by consensus the proposed bus pass structure and the increase of $5.00 for
unlimited monthly pass, Now, Therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The following proposed bus pass structure and charges for transportation
services are hereby fixed and established effective March 1, 2009:

AN ORDINANCE ESTABLISHING NEW BUS PASS FARE STRUCTURE FOR
TRANSIT SERVICES EFFECTIVE MARCH 1, 2009
ISSUE
Should City Council accept Pueblo Transit's recommendation to adopt a new bus pass
fare structure effective March 1, 2009 adding a 22 -ride bus pass and increasing the
unlimited monthly pass by $5.00 for all riders.
RECOMMENDATION
Approval of Ordinance.
BACKGROUND
Pueblo Transit will be transitioning into the new electronic farebox system. In an effort
to increase options for transit dependent riders, the staff is recommending a new bus
pass fare structure that includes a 22 -ride bus pass with a 25% discount for
passengers, and an increase of $5.00 per "unlimited monthly pass" for all riders. There
has not been a fare increase for public transportation services since January 2005.
Several proposals were shared with the public at public meetings and this was the most
favorable one.
FINANCIAL IMPACT
If the new fee structure is approved, it is anticipated that the fare box revenue will
increase $45,000 for the ten months of 2009 starting March 1, 2009. Provided the
current expenditure budget is maintained, this change would reduce the needed
General Fund Subsidy by half of this amount, or $22,500 in 2009.
