AN ORDINANCE AMENDING SECTION 16 OF CHAPTER 5 OF
TITLE VI AND THE FISCAL YEAR 2009 STAFFING ORDINANCE
AND RELATING TO THE ESTABLISHMENT OF TWO
ASSISTANT CITY MANAGER POSITIONS WITH THE JOB
TITLE DEPUTY CITY MANAGER, DELETING TWO ASSISTANT
CITY MANAGER POSITIONS AND ESTABLISHING PAY
RANGES FOR SUCH DEPUTY CITY MANAGER POSITIONS
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter
deleted, underscoring indicates matter added)
SECTION 1.
Section 16 of Chapter 5 of Title VI is amended by the addition of the following salary
schedule and merit pay range for the Assistant City Manager position with job title Deputy City
Manager:
Deputy City Manager $9,770.07 $11,780.38
SECTION 2.
The following section captioned " City Manager's Office " of Ordinance No. 7697, being
the 2008 Staffing Ordinance, is amended as follows:

JOB TITLE DEPUTY CITY MANAGER, DELETING TWO ASSISTANT CITY
MANAGER POSITIONS AND ESTABLISHING PAY RANGES FOR SUCH DEPUTY
CITY MANAGER POSITIONS
ISSUE
Amendment to the Salary and Staffing Ordinances related to changes within the City
Manager's office and establishing the salary range for the new positions.
RECOMMENDATION
Approval of the Ordinance
BACKGROUND
The City Council directed the interim City Manager to develop a new staffing plan for the
City Manager's office to provide more accountability and better span of control. The
City reviewed alternative models and feels this model provides the City with better
leadership potential. In light of the current budget constraints and to not add any
staffing to the City, the reorganization requires the elimination of two Assistant City
Manager positions. One of the incumbents has resigned while the other is in an interim
position at the Airport until the end of the year or until the Interim City Manager or his
replacement modifies this arrangement.
FINANCIAL IMPACT
During the current year, vacancy savings will pay for this reorganization. Until there is a
decision to hire a new City Manager, the interim City Manager may need to make one or
more interim appointments providing these employees with some step up pay. Such
reassignments will not require additional staffing.
