RECOMMENDATION Approval of the Ordinance BACKGROUND The City Council directed the interim City Manager to develop a new staffing plan for the City Manager's office to provide more accountability and better span of control. The City reviewed alternative models and feels this model provides the City with better leadership potential. In light of the current budget constraints and to not add any staffing to the City, the reorganization requires the elimination of two Assistant City Manager positions. One of the incumbents has resigned while the other is in an interim position at the Airport until the end of the year or until the Interim City Manager or his replacement modifies this arrangement. FINANCIAL IMPACT During the current year, vacancy savings will pay for this reorganization. Until there is a decision to hire a new City Manager, the interim City Manager may need to make one or more interim appointments providing these employees with some step up pay. Such reassignments will not require additional staffing.
