HomeMy WebLinkAbout07935ORDINANCE NO. 7935 AN ORDINANCE ESTABLISHING A CAPITAL PROJECT FOR THE HISTORIC ARKANSAS RIVERWALK OF PUEBLO'S VISITORS CENTER AND GATEWAY PARK BRIDGE, BUDGETING AND APPRORIATING THE AMOUNT OF $770,558 FOR CONSTRUCTION OF SAID PROJECT, APPROVING A GRANT FROM THE COLORADO DEPARTMENT OF LOCAL AFFAIRS (EIAF CONTRACT NO. FO9S5979), AND AUTHORIZING THE PRESIDENT OF COUNCIL TO EXECUTE SAME WHEREAS, the City of Pueblo has received a $279,936 grant from the Energy and Mineral Impact Assistance Program from the State of Colorado for the use and benefit of the Department of Local Affairs for the HARP Visitor Center and Gateway Park Bridge project. BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Capital Project No. PWHP08, HARP Phase IIIA -2 - Visitors Center and Gateway Park Bridge, is hereby established and the amount of $770,558 is hereby budgeted and appropriated therefore. SECTION 2. A Grant Contract between the City of Pueblo, a Municipal Corporation, and the State of Colorado Department of Local Affairs (EIAF Contract No. FO9S5979) in the amount of $279,936, a copy of which is attached hereto having been approved as to form by the City Attorney, is hereby approved. 0Fr.TinN Matching funds in the amount of $490,622 as required by said grant contract will be provided by the HARP Foundation. The agreement between the City of Pueblo and the HARP Foundation for the payment of said matching funds will be established by a separate agreement. SECTION 4. The President of City Council is hereby authorized to execute and deliver the contract in the name of and on behalf of the City of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest same. RECOMMENDATION Approve the Ordinance. BACKGROUND The City of Pueblo, on behalf of the HARP Foundation, received a $279,936 grant from Colorado Department of Local Affairs through the Energy and Mineral Impact Assistance Program (EIAF). The grant will assist in funding the remodeling of the existing boathouse near Union Avenue into a regional Visitor Center and construct the bridge that will be covered with the veteran memorial plaques in Gateway Park. This project will be Phase IIIA -2 of the overall HARP project. The HARP Foundation will provide the matching funds through various donations made to the HARP Foundation in the amount of $490,622. Total project will costs $770,558. FINANCIAL IMPACT The City will budget and appropriate $770,558 in HARP project number PWHP08. The City will enter into an agreement with the HARP Foundation securing the matching funds for the grant agreement. No City funds will be used on this project.
