HomeMy WebLinkAbout07912ORDINANCE NO. 7912 AN ORDINANCE AMENDING SECTION 16 OF CHAPTER 5 OF TITLE VI AND THE FISCAL YEAR 2008 STAFFING ORDINANCE ABOLISHING THE DEVELOPMENT REVIEW MANAGER AND ASSISTANT CITY MANAGER FOR URBAN RENEWAL POSITIONS, RECLASSIFYING ONE LAND USE TECHNICIAN TO ADMINISTRATIVE TECHNICIAN AND ADDING ONE ASSISTANT CITY MANAGER FOR DEVELOPMENT SERVICES POSITION WITHIN THE PLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT WHEREAS, in the interest of promoting greater efficiency, the following modifications are hereby made in the Department of Planning and Community Development; BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter deleted, underscoring indicates matter added) SECTION 1. The following section captioned "Planning and Community Development" of Ordinance No. 7697, being the 2008 Staffing Ordinance, is amended as follows: Director of Planning & Community Development 1 Asst City Mgr /Community Investment 1 Asst City Mqr /Development Services 1 [Asst City Mgr /Urban Renewal 1] Principal Planner 1 [Development Review Manager 1] Landscape Architect 1 Sr Planner 2 Planner 4 Code Enforcement Officer 1 Land Use Technician [2] 1 Administrative Technician 1 Clerk Typist III /Land Use Records Technician 1 Metro Planning Organization Administrator 1 Total [17]16 SECTION 2. Section 16 of Chapter 5 of Title VI is amended by the addition of the following salary schedule and merit pay range as follows: Asst City Mqr /Development Services 6126.71 7890.46 SECTION 3. This Ordinance shall become effective immediately upon final passage and approval. PACHECO HUMAN RESOURCES — DIRECTOR NELDON DEMKE TITLE AN ORDINANCE AMENDING SECTION 16 OF CHAPTER 5 OF TITLE VI AND THE FISCAL YEAR 2008 STAFFING ORDINANCE ABOLISHING THE DEVELOPMENT REVIEW MANAGER AND ASSISTANT CITY MANAGER FOR URBAN RENEWAL POSITIONS, RECLASSIFYING ONE LAND USE TECHNICIAN TO ADMINISTRATIVE TECHNICIAN AND ADDING ONE ASSISTANT CITY MANAGER FOR DEVELOPMENT SERVICES POSITION WITHIN THE PLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT ISSUE Shall City Council approve the Ordinance amending the 2008 Staffing Ordinance for the Department of Planning and Community Development? RECOMMENDATION The Director of Planning & Community Development and the Director of Human Resources recommend that this Ordinance be approved. BACKGROUND 1) The City has been unable to recruit a qualified candidate for the Development Review Manager position; therefore, the Department proposes abolishing that position and adding an Assistant City Manager for Development Services position. 2) The Urban Renewal Authority of Pueblo elected to terminate the Management Services Agreement between the Authority and the City of Pueblo effective June 1, 2008; therefore, the Assistant City Manager for Urban Renewal position is no longer needed. 3) Currently, one of the Department's Land Use Technicians is performing the duties of an Administrative Technician. This reclassification will more appropriately align the position with the actual duties being performed. FINANCIAL IMPACT These modifications will result in a yearly increase cost of approximately $11,934.48.
