HomeMy WebLinkAbout07839ORDINANCE NO. 7839 AN ORDINANCE AMENDING SECTION 16 OF CHAPTER 5 OF TITLE VI AND THE FISCAL YEAR 2008 STAFFING ORDINANCE AND RELATING TO THE LANDSCAPE ARCHITECT AND PLANNER POSITIONS, ESTABLISHING A PAY RANGE FOR THE LANDSCAPE ARCHITECT AND ABOLISHING 2 SR PLANNER POSITIONS WITHIN THE PLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT AND METROPOLITAN PLANNING ORGANIZATION ADMINISTRATION DIVISION WHEREAS, in the interest of promoting greater efficiency, the following modifications are hereby made in the Department of Planning and Community Development and within the Metropolitan Planning Organization Administration Division. Now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: (brackets indicate matter deleted, underscoring indicates matter added) SECTION 1. Section 16 of Chapter 5 of Title VI is amended by the addition of the following salary schedule and Class (B) pay range for the Landscape Architect position: Landscape Architect 4481.44 4634.92 4812.94 4978.70 5143.23 5311.43 5488.25 SECTION 2_ The following section captioned "Planning and Community Development" and "Metropolitan Planning Organization Administration" of Ordinance No. 7697, being the 2008 Staffing Ordinance, is amended as follows: Director of Planning & Community Development 1 Asst City Mgr /Community Investment 1 Asst City Mgr /Urban Renewal 1 Principal Planner 1 Development Review Manager 1 Landscape Architect 1 Sr Planner [4] 2 Planner [3] 4 Code Enforcement Officer 1 Land Use Technician 2 Clerk Typist III /Land Use Records Technician 1 Metro Planning Organization Administrator 1 Total 17 SECTION 3. INTRODUCED July 14, 2008 BY Judv Weaver 0r-d.. 839 D D Background Paper for Proposed ORDINANCE AGENDA ITEM # 5 DATE: July 14, 2008 DEPARTMENTS: PLANNING & COMMUNITY DEVELOPMENT — DIRECTOR JERRY M PACHECO HUMAN RESOURCES — ACTING DIRECTOR DAVID M ANDERSON TITLE AN ORDINANCE AMENDING SECTION 16 OF CHAPTER 5 OF TITLE VI AND THE FISCAL YEAR 2008 STAFFING ORDINANCE AND RELATING TO THE LANDSCAPE ARCHITECT AND PLANNER POSITIONS, ESTABLISHING A PAY RANGE FOR THE LANDSCAPE ARCHITECT AND ABOLISHING 2 SR PLANNER POSITIONS WITHIN THE PLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT AND METROPOLITAN PLANNING ORGANIZATION ADMINISTRATION DIVISION ISSUE The Salary Ordinance and Staffing Ordinance must be amended to reflect the positions of Landscape Architect and Planner. The Planning & Community Development Director and the Acting Human Resources Director recommend that this ordinance be approved. In 2007, the Colorado Legislature enacted the Landscape Architects Professional Licensing Act (the "Act'). This Act specifies that on and after January 1, 2008, a person shall not practice landscape architecture or represent himself as a landscape architect unless the person has a license issued by the State Board of Landscape Architects. Currently, Senior Planners have been performing landscape architectural services. The department believes that the City should have a designated Landscape Architect position requiring a Colorado license. With such an addition, one Senior Planner position will become obsolete. The department also has a separate vacancy for a Senior Planner position and due to the fact that the City has had a difficult time filling upper level planner positions, the department proposes to lower the position to an entry level Planner. FINANCIAL IMPACT These modifications will result in a salary savings of approximately $16,183 over the next year.
