HomeMy WebLinkAbout07790ORDINANCE NO. 7790 AN ORDINANCE INCREASING THE APPROPRIATION TO THE CITY COUNCIL BUDGET TO FUND THE COLORADO STATE UNIVERSITY — PUEBLO FOUNTAIN CREEK WATER QUALITY STUDY AND AUTHORIZING THE TRANSFER OF $75,000 FROM THE 2008 GENERAL FUND RESERVES THEREFOR WHEREAS, the City Council is concerned about the existing physical, chemical, and biological conditions of the Fountain Creek; and WHEREAS, Colorado State University — Pueblo is conducting a study to determine the water quality of the Fountain Creek waterway for the health, welfare, safety, and betterment of the City of Pueblo citizens and other downstream watershed communities; and WHEREAS, The City Council supports the scientific research efforts of Colorado State University — Pueblo toward assessing the aquatic health of the Fountain Creek and believes the restoration of the Fountain Creek is imperative for the citizens of Southeastern Colorado, now therefore, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The amount of $75,000 is hereby transferred from the General Fund reserves and appropriated to account number 101 - 0100 - 411.30 -01 to fund the Colorado State University — Pueblo Fountain Creek Water Quality Study. SECTION 2. This Ordinance shall become effective immediately upon final approval and passage. DATE: April 14, 2008 DEPARTMENT: OFFICE OF THE CITY MANAGER DAVE GALLI, CITY MANAGER DOUG FITZGERALD, ASSISTANT CITY MANAGER TITLE AN ORDINANCE INCREASING THE APPROPRIATION TO THE CITY COUNCIL BUDGET TO FUND THE COLORADO STATE UNIVERSITY— PUEBLO FOUNTAIN CREEK WATER QUALITY STUDY AND AUTHORIZING THE TRANSFER OF $75,000 FROM THE 2008 GENERAL FUND RESERVES THEREFOR ISSUE Should the City Council appropriate $75,000 from the 2008 General Fund Reserves for the purpose of funding the Colorado State University — Pueblo Fountain Creek Water Quality Study? BACKGROUND In November 2006, Colorado State University — Pueblo embarked on a three (3) year study to assess the aquatic of the Fountain Creek. The proposed study was projected to cost $1.4 million, which will derive scientific data to be used to address the need and placement of control structures such as dams, erosion control programs, wetland construction, recreational easements, special habitats for wildlife and fish, hiking and biking paths, and open space for parks and picnics within Pueblo County. To date, the Lower Arkansas Water Conservancy District has contributed a total of $275,000, and the University has provided $50,000 for this research endeavor. The University has contacted the City requesting a $75,000 level of support for two (2) successive years to complete this project within the designated three (3) year time frame. These monies will enable the University to recruit students to work directly on the project and to obtain the much- needed supplies to continue the research. RECOMMENDATION Approval of the Ordinance. FINANCIAL IMPACT An increase of $75,000 will be adjusted to the 2008 General Fund Budget.
