AN ORDINANCE AMENDING THE FISCAL YEAR 2008 STAFFING ORDINANCE RELATING TO
ABOLISHING A RADIO TECHNICIAN POSITION AND ESTABLISHING A RADIO TECHNICIAN II
POSITION WITHIN THE DEPARTMENT OF INFORMATION TECHNOLOGY

ISSUE
Should City Council pass and approve proposed Ordinance amending the 2008 staffing level?
RECOMMENDATION
The City Manager and the Acting Human Resources Director recommend that this ordinance be
passed and approved.
BACKGROUND
The City is in the process of implementing a new radio system based on programmable digital
radios. The City's Radio section will be performing this programming. This Is an essential
function, as several hundred radios must be programmed as part of the initial implementation
and thereafter on an ongoing basis. Programming such radios is characteristic of tasks that are
performed by a Radio Technician 11 rather than the entry-level Radio Technician position.
The City's Radio section will be engaged in programming radios for the upcoming public safety
radio system. It will be essential for Radio staff to be able to perform radio programming, as
several hundred radios must be programmed as part of the initial implementation, and then
subsequently, on an ongoing basis.
Programming radios is a function that did not exist under the City's old radio systems, but is
critical with the advent on digital computerized radios that the City will be implementing.
Performance of this higher -level function is characteristic of, and is in the job description
for Radio Technician 11. Therefore, due to the complexity of new radio technology that is being
utilized by the City, the City Manager, Director of Information Technology and the Acting
Director of Human Resources have determined the job duties and expertise of a Radio
Technician II are needed for staffing purposes.
FINANCIAL IMPACT
There is no financial impact for fiscal year 2008. However, in 2009, the higher salary paid to a
Radio Technician II as opposed to a Radio Technician represents an additional annual cost
increase of $1,600, not including benefits.
