ORDINANCE NO. 7721
AN ORDINANCE DESIGNATING THE NORTH SIDE LOCAL
HISTORIC DISTRICT
WHEREAS, the City of Pueblo's Historic Preservation Code, Title IV, Chapter 14,
declares that the City Council may identify, designate and preserve those buildings,
objects, monuments, structures and sites which reflect outstanding elements of the
community's architectural and cultural heritage; and
WHEREAS, an application was submitted by the Old Northside neighborhood
organization, and the City's Historic Preservation Commission has reviewed the
application for designation as a Local Historic District and has recommended to the
Planning and Zoning Commission the designation of this district; and
WHEREAS, the City Planning and Zoning Commission has reviewed the Historic
Preservation Commission's recommendation and the designation application and
submitted its recommendation thereon for landmark designation to Council;
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The City Council finds and determines that the North Side Local Historic District
Pueblo, Colorado, generally bounded by West Street east to Court Street and 17
Street north to 19 street as shown on Exhibit A attached hereto but excluding the
property shown in Exhibit A as Excluded Property, has significant character, interest or
value, as part of the development, heritage, or cultural characteristics of the City, and
embodies those distinguishing characteristics of an architectural type or engineering
specimen; as defined in the Pueblo Historic Preservation Code Section 4 -14-8.
SECTION 2,
The City Council hereby designates the area described in Section 1 hereof as the
North Side Local Historic District, subject to the benefits, obligations and restrictions
resulting from such designation as described in Title IV, Chapter 14 of the Pueblo

SECTION 3.
This Ordinance shall become effective six months after final passage and
approval, and this Ordinance together with attached Exhibit A shall be recorded in the
records of the Pueblo County Clerk and Recorder by the City Clerk.

TITLE
AN ORDINANCE DESIGNATING THE NORTH SIDE LOCAL HISTORIC DISTRICT
ISSUE
Shall City Council designate the North Side as a local Pueblo Historic District, pursuant
to the Historic Preservation Code, Title IV, Chapter 14 of the Pueblo Municipal Code.
Adoption of Ordinance, as recommended by the Planning and Zoning Commission at
their regular meeting November 28, 2007 and the Historic Preservation Commission at
their regular meeting October 25, 2007.
BACKGROUND
The North Side Historic District has been recommended for designation as a local
Pueblo Historic District because it developed independently from the Steel Mill, which
was the main employer during the early history of Pueblo. The neighborhood is also
significant because it contains many homes that represent a broad spectrum of
architectural styles from 1890 to 1950. Pueblo's North Side neighborhood was one of
the first planned, stable, residential areas laid out with particular attention to attributes of
a planned community with graded streets, tree lined avenues, modern infrastructure,
and the first model homes. Unlike other sections of the city, the neighborhood has
persevered and retained a high degree of historic fabric and integrity, which clearly
represents the historic development of the neighborhood and city. No person's property
is being designated over their objections. Staff has not received objections from any
homeowner within the proposed boundary.
Findings of staff, the Historic Preservation Commission, and the Planning and Zoning
Commission are attached.
