AN ORDINANCE APPROVING AND ACCEPTING A U.S. DEPARTMENT OF JUSTICE
COMMUNITY ORIENTED POLICING SERVICES (COPS) METHAMPHETAMINE (METH)
INITIATIVE GRANT AWARD NO. 2007CKWX0250, AND APPLICABLE CONDITIONS
PERTAINING THERETO, ESTABLISHING PROJECT NUMBER PD0707, BUDGETING AND
APPROPRIATING FUNDS NOT TO EXCEED $399,000.00, AUTHORIZING THE PRESIDENT OF
THE CITY COUNCIL TO EXECUTE SAME, AND THE CITY MANAGER TO EXECUTE RELATED
CERTIFICATIONS, ASSURANCES AND OTHER DOCUMENTS, AND APPROPRIATING FUNDS
THEREFOR
WHEREAS, the City Council of Pueblo has the authority on behalf of the City of Pueblo,
including its Police Department, to accept grants from the federal government for public and
municipal purposes and to enter into agreements relating thereto, and
WHEREAS, the United States Department of Justice ( "DOJ ") has tendered a Community
Oriented Policing Services ( "COPS ") Grant Award No. 2007CKWX0250 (the "Award ") in the
amount of $399,000.00 upon conditions recited therein or incorporated therein by reference; and
WHEREAS, acceptance of the Award for the purposes for which it has been made is in the
best interest of the City and will benefit the health, welfare and safety of the citizens of the City;
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1 _
The Award of Grant No. 2007CKWX0250 to the City of Pueblo, a true copy of which is
attached hereto, is hereby approved and accepted in accordance with its terms and conditions.
SECTION 2_
The President of the City Council is authorized to execute the Grant Award acceptance in the
name of and on behalf of the City, and the City Manager is authorized to execute any and all other
certifications, assurances and other documents associated therewith.
SECTION 3_
The Grant Award Funds shall be deposited in an interest bearing trust fund account that is
specifically designated for the Justice Assistance Grants Program ( "Program "). The funds in the
account, including interest thereon, are hereby appropriated for and shall only be expended and
used for the Program, and shall be so expended or obligated by August 31, 2009, provided,
however, that none of the funds shall be spent or obligated until all applicable conditions precedent
for expenditure of Grant Funds have been satisfied, as set forth in the Grant's Special Conditions.
SECTION 4.
This Ordinance shall become effective upon final passage and approval.

ISSUE
Should the City of Pueblo accept a 2007/2009 U.S. Department of Justice COPS METH
Initiative Grant on behalf of the Police Department in the amount of $399,000.00?

The department recommends acceptance of this two -year grant to be used for
community policing efforts in preventing the production, use, and distribution of
methamphetamine.
BACKGROUND
This two -year methamphetamine initiative grant will provide resources to the Police
Department to help address the supply and demand sides of the drug problem in
Pueblo. Through the grant funding, the Police Department will engage in a balanced
effort that includes an education and prevention component, an investigation and
enforcement component, and a police officer training component.
The education and prevention efforts will be accomplished through community policing
partnerships in conjunction with the three police satellite facilities the Gty is in the
process of establishing. A detective will be re- assigned to each satellite facility to work
out of the satellite office to investigate the crimes occurring in that respective
neighborhood. The grant will pay for a part time employee for each of the three
satellite facilities to help by taking reports, disseminating information to the public, and
ensuring there is always someone available at the satellite facility during normal hours.
The grant will pay the full cost of computers and printers for the part time employees.
The grant also provides funding for billboard and media advertising to educate the
community about the methamphetamine problems.
The investigation and enforcement portion entails three major components: a fully
funded crime analyst for two years, $90,000 over the two-year grant for overtime
funding for police officers and /or detectives to engage in investigation and enforcement
activities based upon the crime analyst's findings, and a $45,000 covert video
surveillance system that will consist of four remote cameras that will be deployed at
strategic locations as determined by the crime analyst to address criminal activity.
The third component pertains to law enforcement training wherein the grant will pay for
six seminars over the two-year grant period to train local and regional police officers
about drug recognition and trafficking, investigative techniques, and officer safety
pertaining to methamphetamine labs and methamphetamine users.
FINANCIAL IMPACT
There is no match required for this grant. There could be an impact after the life of the
two-year grant if the City were to continue employing a crime analyst and the three
part time clerical employees assigned to staff the satellite facilities. The crime analyst's
salary (with benefits) is about $57,000 per year. The police Department currently does
not have a crime analyst. The cost of the three part time employees is about $17,000
each per year.

expenditure, or drawdown of grant funds for independent consultant fees in excess of $450 per day, approval must be obtained from the
COPS Office. If the vendor number on this form differs from the EIN number included in your application, then for administrative
