HomeMy WebLinkAbout07619ORDINANCE NO. 7619 AN ORDINANCE MAKING AN APPROPRIATION IN THE AMOUNT OF $245,464.00 AND APPROVING AN AGREEMENT BETWEEN THE CITY OF PUEBLO AND THE BLACK & VEATCH CORPORATION FOR PROFESSIONAL SERVICES ASSOCIATED WITH DESIGN AND SPECIFICATIONS FOR THE NORTHERN INTERCEPTOR SEWER EVALUATION AND DESIGN PROJECT BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1 Funds in the amount of $245,464.00 are hereby budgeted and appropriated out of the Sanitary Sewer Collection System Improvement Fund and the Agreement for Professional Engineering Services by and between Pueblo, a Municipal Corporation, and Black & Veatch Corporation, a true copy of which is attached hereto and incorporated herein by reference (the "Agreement ") having been approved as to form by the City Attorney, is hereby approved. SECTION 2. The President of City Council is hereby authorized to execute the Agreement in the name and on behalf of the City and the City Clerk is directed to affix the seal of the City thereto and attest same. SECTION 3 Funds for payment for professional services under said Agreement in the amount of $245,464.00 shall be paid from appropriated and unencumbered funds budgeted in the City's 2007 Budget from the Sanitary Sewer Collection System Improvement Fund. RECOMMENDATION Approval of this Ordinance BACKGROUND Development along the Interstate Highway 25 corridor in the northern area of Pueblo has led to significantly increased wastewater flows in the principal sanitary sewer interceptor serving the area, and it is anticipated that flows will continue to increase. A hydraulic "bottleneck" in the line exists in an area south of Colorado Highway 47 along the 1 -25 frontage road which needs to be relieved and the line upsized to accommodate both approved projects and projects currently in planning stages. Wastewater flows from new development will be carried by a trunk sewer within the 1 -25 frontage road alignment. The first phase of construction must be accomplished in 2008 to ensure that current and future projects will be able to be served. The proposed Northern Interceptor Replacement Project (`Project') is complex because of the size of the planned new sanitary sewer main and the extent of the project. Ultimately, this trunk sewer will need to be upsized from near 4` Street to Hwy 47 to accommodate anticipated wastewater flows. The Project is presently conceived in three phases. Phase 1, for which construction is planned for 2008, will upsize the sanitary sewer main to 27 -inch diameter between Highway 47 to 29 Street. Phase 2, as presently conceived, will upsize sanitary sewer mains between 29` Street and approximately 19 Street, and Phase 3 will upsize mains from 6` Street to 4` Street. Phases 2 and 3 will take place in the future as increased wastewater flows require. It is anticipated that Phases 2 and 3 may be delayed by as much as 10 years. However, the preliminary design of all three phases should be accomplished now in order to integrate all phases of the plan and ensure that future modifications of the existing sanitary sewer system will be compatible with the long range plan. This Ordinance will authorize design planning for all three Project phases, as well as engineering design and preparation of bid documents for Phase 1. The overall Project plan and the Phase 1 engineering design will be completed in 2007. It is planned that Phase 1 of the project will go to bid in January 2008, and construction will be completed in 2008. The timing for Phases 2 and 3 will be determined in future years based on results of periodic flow monitoring. The Project requires extensive engineering and geotechnical work to design a new alignment, replace existing infrastructure, and develop methods to carry out the work without causing sewage spills and with minimal disruption to existing businesses and infrastructure. Due to its complexity, the critical time frame, and the existing work load, the Wastewater Department has determined that the City's Engineer of Record for wastewater, Black & Veatch, should take the lead in project planning and design. FINANCIAL IMPACT Because the project is driven directly by growth, it seems appropriate to fund both the design effort and construction from the Sanitary Sewer Collection System Improvements Fund ( "Fund "). Monies in the Fund are collected from sanitary sewer connection fees, and are intended to be used for growth- related capital projects approved by City Council. The proposal to use the Fund for the Project design and construction was presented to the Pueblo Planning and Zoning Commission on May 30 2007, and the Commission made the recommendation that the proposal was an appropriate expenditure for the Fund. Documentation of that recommendation is attached. It does, however, remain the province solely of Council to approve projects using monies from the Fund, in accordance with § 16 -11 -4 of the Pueblo Municipal Code. A copy of the form of the agreement with Black & Veatch is also attached.
