BACKGROUND The applicant proposes a rezoning from 1 -3 to PUD to create a mixed -use project in downtown Pueblo next to the HARP (Historic Arkansas Riverwalk Project). Marketed as the Pueblo, Icehouse property (6.11 acres) and located at 303 South Santa Fe (formerly the Alpha 'Beta Meat Packing Plant), this project will include up to sixty (60) high -end residential lofts with secure underground parking. Initially, this development will include 220 surface parking spaces and 99 structured underground parking spaces on 75,000 to 100,000 square feet of prime commercial retail, restaurant or brew pub space at the eastern terminus of the pedestrian riverwalk fronting Santa Fe Avenue. Statement of Purpose This document shall serve as a guideline for the implementation of design standards for the Pueblo Icehouse PUD by providing, in detail, the objectives of the development. These guidelines will assist in providing a definitive set of objectives and the intended community design character, whereby any impacts on the surrounding neighborhood will be mitigated. Project Narrative Pueblo Icehouse is proposed to be the largest mixed -use project in downtown Pueblo. It will be an urban landmark "adjacent to the Historic Riverwalk of Pueblo Project (HARP), located at the 303 South Santa Fe Avenue, within view of Interstate 25. Currently the site is a 6.11 acre historic warehouse property.and a four and five story brick and stone warehouse building. The site also hosts the two tallest water towers in the downtown central business district. These towers are true landmarks visible from all of downtown as well as a mile north and south on Interstate 25. With 67,000 vehicles per day passing by with interstate speed limits of only 50 and 55 MPH, it is anticipated that the restoration of this beautiful old building will be a significant enhancement to the Pueblo downtown as viewed by the traveling public. The initial project is anticipated to include 45 to 60 high -end residential lofts with secure underground parking, overlooking the riverwalk and mountains as well as roughly 75,000 to 100,000 sq. ft. of prime commercial, retail, restaurant or brew pub space at the eastern terminus of the pedestrian riverwalk, fronting Santa Fe Avenue. The initial project is intended to have approximately 220 surface parking spaces, 99 structured underground parking spaces. For the Pueblo Icehouse PUD, the site will be required to provide a minimum of 1 parking space for every 400 square feet of commercial square footage rather than the higher minimum amount typically required in the Pueblo Municipal Code. We feel that by choosing commercial uses that can stagger their peak demands, and by being in close proximity to the City's pedestrian and bicycle network, this reduced minimum amount of parking will be adequate to serve the needs of the project. Future expansion of the project is subject to additional easement and property acquisition, the implementation of which will connect the adjacent neighborhood to and through the Pueblo Icehouse project to HARP with a grade separated pedestrian crossing under the railroad tracks. Some of this additional land will also allow the expansion of the surface parking lot to accommodate an additional 237 surface parking. The site also boasts a direct connection to a regional bike trail with the Runyon Field sports complex a few hundred yards away. The site also has significant utility capacity. With an 8" and 4" water tap and oversized sewer, electric and telecom connections, the Icehouse stands more than ready to accommodate even the heaviest users. The majority of the existing building was built circa 1915 with beautiful brick and stone details. The Pueblo Icehouse project will be restoring the beautiful architecture of the building to its former splendor by preserving the historic elements while removing most of the non - historic elements that were added on over the years. This beautiful old building will be the new home of a variety of many exciting new uses that will be designed in harmony with the historic architecture. " See Exhibit A for Ownership information. B. Definition — Planned Unit Development Mixed -Use Districts These definitions are provided for clarification of uses proposed by the Development Guidelines. Unless otherwise stated herein, all provisions of and definitions found in the Pueblo Development Codes shall apply. 1. EB refers to the land use area that includes all uses to be located in the portions of existing buildings that are intended to remain. There are several buildings and portions of buildings that are intended to be demolished, which are not included in this EB land use area. Given the fact that the main building has 5 floors (and basement), permitted land uses have been broken down by floors as follows; • EB -B, refers to certain areas of the basement of existing buildings as depicted on Figure 1; • EB -B-1, refers to certain areas of the basement of existing buildings as depicted on Figure 1, where it is intended that restaurant, bar, and /or catering type uses would be appropriate, in addition to uses that are permitted in the standard EB-13 areas; • EB -G, refers to the ground floor of the existing buildings, see Figure 2; • EB -U, refers to.the certain areas of the upper floors of the existing buildings as depicted on Figures 3, 4, 5 & 6; • EB -U-1, refers to the certain areas of the upper floors of the existing buildings as depicted on Figures 3 & 5, where it is intended that restaurant, bar, and /or catering type uses would be appropriate, in addition to uses that are permitted in the standard EB -U areas; • EB -RD-1, refers to certain areas of the roofs of existing buildings as depicted on Figures 4, 5, 6, & 7 where it is intended that roof decks will be residential in use (including things such as residential decks, private swimming pools, hot tubs, gazebos, green houses, BBQs and things of that nature); • EB -RD-2, refers to certain areas of the roofs of existing buildings as depicted on Figures 4 & 7, where it is intended that an athletic club running track would be appropriate. • EB -RD-3, refers to certain areas of the roofs of existing buildings as depicted on Figures 4, 5, & 7, where it is intended that decks serving restaurants and /or bars would be appropriate. • EB -RD-4, refers to certain areas of the roofs of the existing buildings as depicted on Figure 7, where it is intended that, through a special review process, roof decks would be allowed that serve residential uses, athletic club running track, restaurants, or bars. 2. ST refers to the land use area that includes all areas of the site which are not part of an existing building that is intended to remain. There are several buildings and portions of buildings that are intended to be demolished. Such building footprints which currenfly contain a building, but which are intended to be demolished have been included in the ST land use area. 3. Legislative Intent It is the intent of this Development Guide to be consistent with and to assist in the implementation of the City of Pueblo's Zoning Ordinance to: Minimize the burden of traffic on streets and highways; Conserve and enhance the value of the land; Provide a procedure which can relate the type and layout of the building development to the particular site. D. Application These standards shall apply to all property contained within the Pueblo Icehouse PUD that is within the area described in the legal description of the land, which is described in Exhibit B of this document. The regulations and requirements shall become the governing standards for review, approval and modification of all development activities occurring on the site. Provisions of this guide shall prevail and govem the uses permitted within the Pueblo Icehouse PUD; however, this guide shall only supersede the specific zoning regulations of the City when referenced within the Development. II. AUTHORITY A. Authority The authority of this Development Guide is Chapter 8 of Title XVII of the Pueblo Municipal Code as amended. B. Adoption Reference: Section 17- 8-2(c) — Paragraph J of the City of Pueblo Municipal Code C. In such a case the provisions of the City of Pueblo Zoning Ordinance, or any other codes for the City of Pueblo shall prevail where applicable. D. Enforcement The provisions of the Development Guide relating to the use of land shall run in favor of the City of Pueblo and shall be enforceable, at law or in equity, by the City of Pueblo. Ill. CONTROL PROVISIONS A. Control Over Use After the adoption of this Development Guide by the City Council: 1. Any new building or other structure, and any parcel of land may be used in accordance with the provisions of this Development Guide and Plan; 2. The use of any existing building, other structure, or parcel of land may not be changed or extended except for those uses provided for by this Development Guide. B. Control Over Location and Bulk After the adoption of this Development Guide by the City Council, the location and bulk of all buildings and other structures built after the effective date of the Development Guide, shall be in conformance with: 1. All applicable standards contained within the Development Guide; and 2. Multi- Family regulations contained in Section 174-4 of the Pueblo Municipal Code. 3. Single - Family home placement standards as contained in Section 174-11 of the Pueblo Municipal Code. IV. DEVELOPMENT STANDARDS LAND USE DISTRICTS: EB & ST The proposed EB (Existing Building) and ST (Site) districts are intended to provide distinct standards for redevelopment of the existing building and the portions of the site that will not reuse existing buildings. Sec. 1-10 — Description The ES area (Existing Building) is intended to provide standards for the redevelopment of the existing buildings on the site that are intended to remain. There are three existing buildings that are intended to remain, each with it own EB zone area. The EB zone areas 1, 2 and 3 are depicted graphically on the accompanying "PUD Development Plan." The ST area (Site) is intended to provide standards for the development of the portions of the site that will not be reusing the existing buildings. Building footprints which currently contain a building, but which are intended to be demolished have been included in the ST land use area. Sec. 1-20 — Purpose/intent 1. Provide a mix of uses that offer convenience and compatibility to the surrounding residential community while expanding the activity.center of downtown and the nearby HARP. 2. All portions of the building that are not specifically called out in Section 1- 90A.1.a through c above as additions that are insensitive to the historic value are hereby considered as having historic value. 2. All portions of the building that are considered to have historic value in accordance with 1- 90.B.1. above shall be maintained to meet requirements of Title IV (Building Regulations) and Chapter 1 of Title VIII (Housing Code) of the PMC. 3. All portions of the building that are considered to have historic value in accordance with 1- 90.B.1. above shall be preserved in accordance with the definition of "preservation" found in Title IV Chapter 14 (Historic Preservation Code) of the PMC.
