AN ORDINANCE AMENDING THE CITY OF PUEBLO FISCAL YEAR 2007 STAFFING LEVEL
FOR THE WASTEWATER DEPARTMENT BY ADDING A UTILITY WORKER POSITION AND
BY ELIMINATING A CHIEF WWTP OPERATOR POSITION
WHEREAS, the Director of Wastewater, the Director of Human Resources, and
the City Manager have determined that the needs of the Wastewater Department will
best be met through the addition of a Utility Worker position and the elimination of a
WWTP Chief Operator position,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:

OPERATOR POSITION
ISSUE
Should the Wastewater Department be authorized to add a Utility Worker
position and eliminate a Chief WWTP Operator position to best meet the current
needs of the Department?
RECOMMENDATION
The Ordinance be approved.
BACKGROUND
Several senior staff members at the Water Reclamation Facility are nearing
retirement. The Wastewater Department has experienced difficulty in recruiting
and retaining operators for the Water Reclamation Facility who possess Colorado
Class A Wastewater Operator licenses. As a result of these difficulties, the
Wastewater Department has pursued a policy of hiring entry -level staff and
developing them internally for promotion to higher levels of responsibility.
The present recommendation to convert a Chief WWTP Operator position to a
Utility Worker position is consistent with that policy. The overall Wastewater
Operations staffing level will be maintained at the existing authorized level, with
retiring senior staff being replaced with entry -level staff. In the future, as entry-
level staff progress in knowledge, experience, and certification, they will progress
via promotion to Chief WWTP Operator. In future years it will be necessary to
adjust authorized staffing levels again (maintaining the same total number of
staff) to allow for employee advancement.
FINANCIAL IMPACT
The estimated annual savings to the budget will be $22,600.
