AN ORDINANCE APPROVING COLORADO HERITAGE PLANNING GRANT CONTRACT CHPG
#00162 — PUEBLO CITY /COUNTY URBAN SERVICE AREA BOUNDARIES, BETWEEN THE
STATE OF COLORADO AND THE CITY OF PUEBLO, A MUNICIPAL CORPORATION,
AUTHORIZING THE PRESIDENT OF CITY COUNCIL TO EXECUTE SAME, AUTHORIZING THE
TRANSFER OF $15,057 FROM THE GENERAL FUND RESERVES, AND BUDGETING AND
APPROPRIATING FUNDS IN THE AMOUNT OF $53,029
WHEREAS, through Resolution 10826 dated October 10, 2006, the City of Pueblo
submitted an application for a Colorado Department of Local Affairs Heritage Planning Grant for a
project identifying urban growth areas surrounding the City; and
WHEREAS, the State of Colorado, Department of Local Affairs, has approved $26,000 in
Colorado Heritage Planning Grant funds for the identification of urban service areas;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Contract CHPG #00162 — Pueblo City /County Urban Service Area Boundaries, between the
State of Colorado for the use and benefit of the Department of Local Affairs and the City of Pueblo,
A Municipal Corporation, a copy of which is attached hereto and incorporated herein, having been
approved as to form by the City Attorney, is hereby approved.
SECTION 2.
There is hereby established Project No. PL0702, Pueblo City /County Urban Service Area
Project, and funds in the amount of $53,029 are hereby budgeted and appropriated for such
project from the following sources: $15,057 transferred from the General Fund reserve; $11,972
from Pueblo County, Colorado; and $26,000 from Contract CHPG #00162.
SECTION 3
The transfer of $15,057 from the General Fund reserves is hereby authorized.
SECTION 4.
This ordinance shall become effective upon execution of a contract for $11,972 between
the City and Pueblo County. Upon becoming effective, the President of City Council is authorized
to execute and deliver said Contract in the name of and on behalf of the City of Pueblo, a Municipal
Corporation, and the City Clerk is directed to affix the Seal of the City thereto and attest same.

ISSUE
Shall City Council enter into a grant contract with the Colorado Department of Local Affairs for
the identification of urban development areas for the City and updating the City /County
Comprehensive Plan future land use designations inside the urban development area?
Approval of Ordinance
The DOLA grant project consists of a regional planning effort that will lead primarily to critical
amendments to the Pueblo Comprehensive Development Plan addressing urban scale
development. The project's principal issues include: the location of areas suitable for urban
development, especially north of the City of Pueblo; adoption of a common development code
for the urban service area; policies for infrastructure extensions (primarily sewer and water) into
these areas; revised extraterritorial water service boundaries; acceptance of a common
roadway classification system within the urbanizing area; and service areas and annexation
boundaries between the City of Pueblo and the Pueblo West Metropolitan District.
The project is an extension of the former City/County Common Development Code Project and
includes implementation of the Common Development Code within the urban service areas.
FINANCIAL IMPACT
The Colorado Heritage Planning Grant is for $26,000 and is contingent upon a local match of
$27,029, for a total project budget of $53,029. The City's share of the project will be $15,057,
which shall be transferred from the General Fund reserves. The Pueblo County Commissioners
agreed to a commitment of $11,972 for the present project at their Work Session April 19, 2007.
