AN ORDINANCE ACCEPTING FEMA HOMELAND SECURITY GRANT AGREEMENT
NO. EMW- 2006 -FG- 04552, ASSISTANCE TO FIREFIGHTER GRANT PROGRAM,
ESTABLISHING CAPITAL PROJECT NO. PD0702, AUTHORIZING THE TRANSFER OF
$81,295 LOCAL MATCH, AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL TO
EXECUTE SAME, AND BUDGETING AND APPROPRIATING THE AMOUNT OF
$639,784.
WHEREAS, FEMA has tendered a grant agreement No. EMW- 2006 -FG -04552 to
the City in the amount of $325,181. The Grant Agreement requires a local match from the
City in the amount of $81,295.
WHEREAS, Pueblo County has been awarded funding from the Colorado Division
of Emergency Management from the 2006 State Homeland Security Program. This award
provides the amount of $233,308 for the City of Pueblo Police Department.
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The Grant Agreement, a true copy of which is attached hereto, having been
approved as to form by the City Attorney is hereby approved and accepted.

City matching funds required under the terms of the Grant Agreement in the
amount of $81,295 are hereby authorized to be transferred from the General Fund
Reserve.
SECTION 3.
Project No. PD0702, is hereby established within the Public Safety Grants Special
Revenue Fund, and $639,784 is appropriated herewith. All expenditures under this grant,
as well as expenditures from funds to be received from Pueblo County, are budgeted and
shall be paid from Project No. PD0702.

The President of the City Council is authorized to execute and deliver any
instruments required to effect acceptance of the Grant Agreement on behalf of the City
SECTION 5.
This Ordinance shall become effective immediately upon final passage and
approval.

ISSUE
Should City Council approve a Homeland Security Grant award in the amount of
$325,181 plus a 20% local match, and an additional Homeland Security
passthrough award from Pueblo County which required no match in the amount
of $233,308? The local match required by the City is $81,295, for a total project
amount of $639,784.
RECOMMENDATION
Approval of the Ordinance
BACKGROUND
It has been a continuing priority for the City to migrate to the State's digital
trunked radio (DTR) system. By adopting the State's system, the City's radio
users will be able to communicate in most every area of the State. Likewise,
other jurisdictions that adopt the State standard, including Pueblo County, will be
able to communicate between agencies when in Pueblo. A grant application was
submitted to the Department of Homeland Security for the purpose of acquiring
the 800 MHZ radios for the Fire Department. This grant requires a 20% local
match by the City of Pueblo. The grant has been awarded in the amount of
$325,181.
In addition, the Colorado Division of Emergency Management has awarded
funding from the 2006 State Homeland Security Program to Pueblo County. The
County has identified the interoperable communications systems and migration
to the State's DTR system as a priority. Funds were awarded for this purpose,
with the specific amount of $233,308 to be provided to the City of Pueblo Police
Department for the purchase of 800 MHZ radios.
The total of these grant awards, including required local match, is $639,784.
These funds will allow the City to purchase approximately 200 radios for the
City's Police and Fire Departments.
FINANCIAL IMPACT
$81,295 for the local match shall be transferred from the General Fund Reserve.
