DEPARTMENT: POLICE DEPARTMENT
CHIEF JAMES W. BILLINGS, JR
TITLE
AN ORDINANCE APPROVING THE BUDGET AND APPROPRIATION OF FUNDS IN THE
FEDERAL FORFEITURE ACCOUNT IN THE AMOUNT OF $375,000 FOR USE AND
BENEFIT OF THE POLICE DEPARTMENT
ISSUE
Whether to allow funds for the use and benefit of the police department to include the
purchase of police vehicles, confidential informant money, police banquet, and travel
expenses.
RECOMMENDATION
The department recommends approval of this ordinance.
BACKGROUND
The $375,000.00 is planned to be spent as follows: $330,000 for new police vehicles;
$25,000 for confidential informant money; $10,000 for the law enforcement awards banquet;
and $10,000 for travel expenses associated with training.
Many of the current vehicles being used by officers have exceedingly high mileage, and are
in need of replacement. Our officers are in contact with members of the criminal community
in the performance of their duties, which includes the fight against drugs. These officers are
in need of confidential informant money to continue in their efforts. The law enforcement
awards banquet is conducted yearly to recognize the efforts put forth by our officers and
civilians as well, who exceeded normal duties. Additionally, in order to keep our officers up to
date on their training for job related duties, additional funds are being requested to continue
their training, and to help alleviate the lawsuits that allude to the fact that our officers are not
well trained.
FINANCIAL IMPACT
The funds in the Federal Forfeiture Account are confiscated funds from drug arrests. Federal
Guidelines stipulate that these funds are to be used for the benefit of the police department.
The City is in receipt of these funds.
