HomeMy WebLinkAbout07556ORDINANCE NO. 7556 AN ORDINANCE AMENDING THE CITY OF PUEBLO'S FIVE -YEAR CONSOLIDATED PLAN FOR THE YEAR'S 2005 -2009, APPROVED AND ADOPTED BY ORDINANCE 7261, ESTABLISHING THE NEEDS AND PRIORITIES OF THE CITY AS REQUIRED BY THE U.S. DEPARTMENT OF HUD AND PROVIDING STRATEGIES TO MEET THOSE NEEDS, AUTHORIZING THE DEPARTMENT OF HOUSING AND CITIZEN SERVICES TO SUBMIT THE PLAN TOGETHER WITH ALL REQUIRED AND NECESSARY CERTIFICATIONS, ASSURANCES AND DOCUMENTATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT WHEREAS, the City of Pueblo is a designated entitlement city under the Housing and Community Development act of 1974; and WHEREAS, entitlement cities are required to complete a Five -Year Consolidated Plan for consideration of funding approval; and WHEREAS, from time to time an entitlement city may find it necessary to amend its approved Consolidated Plan to meet the emerging needs of its community; and WHEREAS, a draft copy of the amendments to the 2005 -2009 Five -Year Consolidated Plan were made available to the general public for a 30 -day public comment period, all comments having been incorporated into the amended Plan. NOW THEREOFRE, BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO. that: SECTION 1. The amendments to the City of Pueblo's 2005 -2009 Five -Year Consolidated Plan, having been on file in the City Clerk's Office for public comment, are hereby approved, adopted and incorporated herein. SECTION 2. This Ordinance shall become effective upon final approval and passage. RECOMMENDATION Approve BACKGROUND The City of Pueblo is a recipient of Community Development Block Grants and HOME Investment Partnership Act grants as an entitlement city. The U.S. Dept. of Housing and Urban Development requires that each entitlement city complete and submit a five -year consolidated plan prior to receiving grant funding. From time to time participating jurisdictions may find it necessary to amend the Consolidated Plan in order to meet the emerging needs of the community. It is a HUD requirement that the City amend its plan and provide for public comments when any material changes to the Plan are contemplated. The need for transitional and permanent housing is a stated need in the Consolidated Plan under Priority 3. This priority outlines the strategies and accomplishments to be undertaken to meet the needs of the homeless and special needs population as defined by HUD. At the time the Plan was developed there was no strategy outlining the use of HOME funds to provide for tenant based rental assistance (TBRA). The City anticipates partnering with Posada to provide funds for rental assistance to families that are transitioning out of homelessness and to individuals with mental illnesses. Program participants must be active participants of a case management program. Unlike assistance through HUD's Section 8 program, families and individuals can only receive assistance for a two -year period and must income qualify. They may choose their own housing, but the property must meet local housing codes and they will be inspected on a yearly basis. Family income will also be verified on a yearly basis. The amendment to the Plan consists of the above - mentioned strategy under Priority 3. Council is being provided a copy of the said changes only, which are highlighted in red. FINANCIAL IMPACT The amendment of the Plan has no financial impact until said time that funds are appropriated for the stated purposes. Approval of funding for HOME and CDBG projects are done within the context of approving the City's Annual Action Plan. Staff has previously recommended to the City Council that $100,000 in HOME funds be used for the TBRA Program. CITY OF PUEBLO FIVE YEAR CONSOLIDATED PLAN MARCH 1, 2005 - FEBRUARY 29, 2009 Affordable Housing Housing Need Priority Three - Objectives to Address Priority Objectives 1. Support transitional, and permanent supportive housing programs assisting homeless families with children, families with children where one member is disabled 2. Increase the supply of transitional housing for the special needs populations. 3. Support the creation of additional units of farm worker housing. Leverage HOME funds to assist for profits and non - profits, including Community Housing Development Organizations (CHDO) in rehabilitating affordable rental housing and or creation of affordable housing. Implement a tenant based rental assistance program in partnership with a service provider for the homeless and the mentally ill population. Individuals and Accomplishments Funding Resources Emergency Shelter Grant, Supportive Housing Program, CDBG, HOME, Section 8 Vouchers/ Certificates. HUD's Continuum of Care Balance of State Provide HOME funding in support of 10 additional units for farmworkers in Pueblo County. Provide HOME funds for TBRA. 4. Support the preservation of existing housing stock of Provide HOME funding for the lower income multi family preservation of 128 units of housing• affordable housing. 110
