A RESOLUTION AWARDING A CONSTRUCTION CONTRACT
IN THE AMOUNT OF $171,136 TO CGRS, INC. AND SETTING
FORTH $34,227 FOR CONTINGENCIES FOR PROJECT NO. 24-
078 (WWAN04) AT THE JAMES R. DIIORIO WATER
RECLAMATION FACILITY (WRF) FOR THE UPGRADE OF THE
VALVES, CHUTES, AND GRITT CLASSIFIER PROJECT AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE
SAME.
WHEREAS, competitive bids for Project No. 24-078 (WWAN04) Upgrade of Valves,
Chutes, And Grit Classifier Project have been received and examined; and
WHEREAS, the proposal of CGRS Inc., was the lowest of those bids determined to be
responsive; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
City Council authorizes Project No. 24-078 (WWAN04) Upgrade of Valves, Chutes, and
Gritt Classifier Project to be performed, and the contract for said project is hereby awarded to
CGRS Inc, in the amount of $171,136.
SECTION 2.
Funds for Project 24-078 (WWAN04) shall be from the Rehabilitation Funds
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the
same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional amount
as stipulated in this section is hereby established for contingencies and additional work.
SECTION 5.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution and the contract to effectuate the transactions described
therein.

PROJECT AND AUTHORIZING THE PURCHASING AGENT TO
EXECUTE THE SAME.
SUMMARY:
Attached is a Resolution awarding a construction contract to CGRS, Inc. for Project No.
24-078 (WWAN04), remove and install upgraded valves, chutes, grit classifier and flow
meters at the James R. DiIorio Water Reclamation Facility.
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
The James R. DiIorio Water Reclamation Facility (WRF) treats all the wastewater for
the City of Pueblo. The WRF will be upgrading the following equipment: flow meters,
valves, chutes, and grit classifier. The current flow meters are no longer supported by
the manufacturer and the parts are no longer being made. The WRF needs to upgrade
the flow meters to maintain the correct reading for the processes and reporting. The
valves need to be upgraded and replaced because the valves are used to repair the
Secondary Clarifiers. Without the valves being replaced, maintenance would not be
able to be performed on the clarifiers. The chutes are part of the Sludge Handling
System. The chutes have rusted through and need to be replaced. The grit classifier
has rusted through the tank and can no longer be repaired. The classifier removes
rocks and debris from the process, saving the pumps from damage and without it would
cause more damage and cost the WRF more in the future if not replaced.
FINANCIAL IMPLICATIONS:
The cost of the construction project was bid at $171,136 with contingencies of $34,227.
Funds are available from the Rehabilitation Funds and appropriate to Project No. 24-
078 (WWAN04).

ALTERNATIVES:
Alternative No. 1 - No Action
If no upgrades are performed on the flow Meters, valves, chutes, grit classifier and
components, the condition of the equipment would continue to deteriorate until an
emergency repair is required at a higher cost than the planned project. The WRF
would also risk violating its discharge permit if the equipment upgrades are not
upgraded, and an outage were to happen.
RECOMMENDATION:
Approval of the Resolution.
